Description
The United States Government currently occupies, and has a continuing need for, 266,000 RSF of space, of which approximately 86,000 RSF is office and related space and approximately 180,000 RSF is warehouse and related space, together with 350 outdoor parking spaces. The Government is seeking expressions of interest for this need. Offered space must comply with the Department of Defense Minimum Anti-Terrorism Standards for Buildings (AT). AT Standards require, among other things, blast protection, progressive collapse avoidance, DoD full building occupancy, a minimum of 82 foot standoff or setback from a defendable perimeter, and control of underground parking. Offered warehouse space must provide four foot high loading docks at a minimum rate of one per 10,000 sf of warehouse space, a minimum clear ceiling height of 30 feet, and minimum floor load of 250 pounds per RSF. Occupancy is required by September 1, 2009. Offerors should note that in its price evaluation, the Government will consider the total value of existing improvements, equipment, and fixtures (whether lessor or Government owned) that are included in each offeror’s proposal to meet the tenant agency’s requirements. The value of any improvements, equipment, and fixtures that meet the Government’s requirements in excess of the Government’s standard building shell requirements will be considered in the price evaluation in order to reduce the overall cost to the Government to build out and occupy any space. In addition to those costs the Government will also consider physical move costs, the impact on the agency mission, and the costs associated with non-productive agency downtime, etc. LEASE TERM: The lease term will be a firm term of ten (10) years. DELINEATED AREA: All properties offered to the Government in conjunction with this requirement must be located in Prince Georges County, MD I-95 proximate. EXPRESSIONS OF INTEREST SHOULD BE SUBMITTED IN WRITING NO LATER THAN JUNE 15, 2009 AND SHOULD INCLUDE THE FOLLOWING INFORMATION: 1)Building name and address; 2)Floor Plans of space offered; 3)Rentable Square Feet Offered; 4)Asking full service rental rate per RSF; 5)Date space will be available for commencement of tenant improvements; 6)Number of parking spaces available on the premises; 7)A list of any improvements, equipment, and fixtures at the offered site in excess of standard GSA building shell requirements; 8)Evidence of compliance with AT Standards and other requirements identified above; and 9)Name, address, telephone number, and email address of individual to be contacted. Submission by other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space. In instances where the Offeror is representing more than one property, the Offeror is hereby notified that they may only participate in negotiations on behalf of one owner. In the event that a potential offeror fails to provide specific rental rate or other required information as part of its response to this advertisement, the Government reserves the right to assume that the building in question cannot meet the Government’s minimum requirements. With specific respect to the expected rental rate information, the Government will assume the maximum rental rate authorized in the applicable lease prospectus related to this requirement in the event the respondent fails to include such information.
