Kissel Amendment Specifications for Uniforms Statement of Work for Uniforms TSA Industry Day Announcement Document Type:Pre-solicitation Notice Solicitation Number:HSTS07-09-R-00134 Industry Day DateThursday, June 11, 2009 Classification Code:84 – Clothing, individual equipment & insignia NAICS Code:315211 – Men’s and Boy’s Cut and Sew Apparel Contractors The Transportation Security Administration (TSA) will conduct a briefing to industry in support of an anticipated Transportation Security Officer Uniform items. The Industry Day will occur on Thursday, June 11, 2009, from 10:00 am EST to 1:00 pm EST at The Federal Aviation Administration, William J. Hughes Technical Center, Building 291-E Atlantic City International Airport, New Jersey 08405. Visitors require identification with picture in order to enter the FAA Technical Center. Visitors should arrive at least one prior to the meeting (9:00 am) prior to the meeting time (10:00 am) to allow ample time to clear security. This announcement serves as a pre-solicitation notice and is issued solely for information and program planning purposes. The Industry Day does not constitute a formal solicitation for proposals or proposal abstracts. Attendance at the Industry Day is voluntary and TSA will not provide reimbursement for any costs incurred to participate in this Industry Day. Industry Day will be held in order to provide information relative for approximately 50,000 TSA Transportation Security Officer screening personnel uniforms which will be in compliance with the Kissel Amendment. A draft copy of the Statement of Work, Specifications and Kissel Amendment are attached. The goals of this meeting are: 1) to familiarize vendors with TSA’s requirement for TSO Uniforms; 2) for the Government to gain feedback on the feasibility of the TSA uniform objectives and approach, 3) to promote understanding of the potential award requirements among potential offerors, 4) to promote discussion among potential program participants (offerors/vendors): and 5) provide an open forum for vendor’s questions and answers (from the Government). A Request for Proposal for the TSA/TSO Uniform requirements will be released after the inputs are received at Industry Day. Information on the potential TSA solicitation will be posted on the Federal Business Opportunities website. Following the Industry Day, this web site will contain the presentations from the Industry Day and post the questions and responses from the Industry Day. Attendance will be limited to a maximum of two individuals per organization. (Note that the Industry Day is intended for participants from industry; it is not intended for parties who are not interested in proposing or participating on a team that is interested in submitting a proposal, e.g. the public or members of the press. Government attendees will be invited separately.) If questions are available prior to Industry Day, please email the aforementioned points of contact. Samples of clothing items will be on display for viewing purposes only. TSA seeks the strongest offeror teams possible in order to meet the clothing requirements. Interested offerors should consider whether teaming for the potential TSA solicitation with potential technology vendors would enhance their competitive position. Note that “interested offeors” are defined as entities that are considering proposing to be the prime contractor for the TSA effort. Organizations interested in information which may be provided at Industry Day but are not able to attend the Industry Day may still provide their contact information to aforementioned points of contacts. Interested offerors should be aware that because this TSA uniform (clothing requirement) must be in compliance with the Kissel Amendment.
