Description
Justification for Other than Full and Open Competition (JOFOC) The Centers for Disease Control and Prevention (CDC) and Agency for Toxic Substances and Disease Registry (ATSDR) intends to award a sole source, one year firm fixed price contract in accordance with FAR Part 15 - Contracting by Negotiation, to the Center for Health Research, Northwest/Hawaii/Southeast, Kaiser Permanente Northwest, 3800 North Interstate Avenue, Portland, OR 97227-1110. Kaiser's Center for Health Research is the only vendor conducting in-depth evaluation of a mechanism to collect HMO data on Amyotrophic Lateral Sclerosis (ALS) which will be used to increase the completeness of a national ALS registry. CDC anticipates soliciting and negotiating with only one source under the statutory authority 10 U.S.C. 2304(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The scope of work includes evaluating data processing approaches and algorithms for accruing ALS/MND cases from HMO electronic medical record systems. The HMO Research Network is a unique consortium of 13 research centers affiliated with non-profit HMOs enrolling more than 25 million members throughout the nation. These data allow for the study of disease across a group of people receiving care through a variety of financial mechanisms including employee based care, private enrollees, and Medicare. Due to proprietary data rights, CDC believes Kaiser's Center for Health Research is the only source available to provide these services that meets mission critical requirements. This notice of intent is not request for proposal. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. This procurement is not set-aside for small business. The NAICS Code for this requirement is 622110. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
