- Description
- Work consists of providing all labor, supplies, materials, supervision, transportation, equipment, testing etc., to complete the Simplified Acquisition of Base Engineering Requirements (SABER) services at Westover Air Reserve Base (WARB), Hampden County, Chicopee, MA 01022. This is a competitive 8(a) acquisition; competition is limited to eligible 8(a) firms serviced by the Massachusetts District Office or the appropriate servicing SBA District Office in Region 1. Contractors should be advised that only participants with bona fide places of business with the geographical area of jurisdiction of New England Region 1 (VT, ME, NH, MA, RI, CT) are eligible to submit offers. The government anticipates the award of a Firm-Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Typical task orders (TO) to be issued under the contract will consist of a broad range of maintenance; repair, alterations and construction work on real property at the location listed above. The work involved includes, but is not limited to carpentry, excavation, interior and exterior electrical, plumbing, sheet metal, painting, demolition, concrete, masonry, HVAC and welding. The contractor will be required to furnish all materials, equipment, and labor necessary to manage and accomplish the task orders. An office will be provided on base for the contractor. Individual orders will vary in size and complexity. The government anticipates significant subcontracting under the SABER contract. The guaranteed contract minimum is $300,000.00. The maximum value of the contract will be $3,000,000.00 per contract period. The contract performance period will a basic one-year contract ($3,000,000.00) and four one-year options ($3,000,000.00 per year) a total of $15,000,000.00 for the base and option periods. The solicitation will be issued on or about 15 June 2009 with a response date of 15 July 2009. The NAICS code applicable to this acquisition is 236220 with a size standard of $33,500,000.00. Task orders against the contract will have a size ranging from $30,000.00 to $750,000.00. Contract award will be based on best value, using performance-price trade-off procedures. There will be no paper copies of the solicitation distributed; all solicitation information/documentation will be obtained through the www.fbo.gov website; interested parties should register to receive notifications and should register as an interested vendor via the www.fbo.gov website. Any prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award and must be determined eligible for award by the SBA. Site visit information will be provided in the bid package. There will be no public bid opening. This notice does not obligate the government to award a contract no does it obligate the government pay and/or reimburse respondents and/or their associated for any costs incurred to submit the request for information or proposals. Responses to this notice and/or the Request for Proposals will not be returned.
