This file contains the list of items with descriptions and quantity. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUEREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEIGN REQUESTED, AND A WRITTEN SOLICITATION DOCUMENTS WILL NOT BE ISSUED. This solicitation is a request for quotation (RFQ). The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430 with a size standard of $25 million. APPLICABLE PROVISIONS AND CLAUSES: The Following FAR provisions and clauses apply to this solicitation: 52.212-1 52.212-3 52.212-4 52.212-5, including 52.222-50, 52.233-3 and 52.233-4 in paragraph (a) (1) and the following fill-ins in paragraph (b): 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.232-33, 52.217-5 The following Section 508 standards apply to this acquisition (see www.section508.gov for more information): o1194.21 Software applications and operating systems. o1194.31 Functional performance criteria. o1194.41 Information, documentation, and support. Brand Name Justification: NIST is expanding its current HP WebInspect application assessment capabilities to include web application developers. Therefore, NIST needs an assessment platform that allows developers to perform web application security testing against their web application code during development and that interfaces with NIST’s existing HP WebInspect application scanning. All interested offerors shall provide a quote for the following line items. Only quotes from authorized resellers will be accepted. This Solicitation is for HP WebInspect Software. This requirement is being competed on an unrestricted full and open competition basis. A list of items is included in separate document. See attached document. ADDENDUM TO PROVISION 52.212-1 - QUOTATION SUBMISSION INSTRUCTIONS This addendum replaces applicable paragraphs in provision 52.212-1. (b) Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must include— (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Firm-fixed-price for each line item and any discount terms for those prices; (4) Acknowledgment of Solicitation Amendments, if any; (5) If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. All quotes shall be submitted by email directly to Ricardo.cordero@nist.gov. Faxed quotes will be not be accepted. EVALUATION FACTORS FOR AWARD The government will intends to award a purchase order to the offeror whose technically acceptable quotation represents the lowest price.
