Description
Notice of Intent to Award Sole Source Special Notice NAICS Code: 512110 Motion Picture and Video Production Synopsis: The Veterans Integrated Service Network # 4, Altoona, PA, Contracting Office, intends to issue a sole source award to Lucky Forward Films, in accordance with FAR 6.302-1(2)(iii). The justification for the sole source is that this requirement can only be delivered by Lucky Forward Films as the company has compiled several original documentaries of proprietary research and actual field footage from the 162nd Infantry that forms the basis for training family and other services provided to Veterans of the United States. No other vendor/contractor has a compilation of such data; the quantity and of quality of continuous field footage is unmatched. This procurement will be a commercial item request under FAR Part 12 and 6.302-1. If you believe that your company has the capability to meet this requirement please e-mail Daniel.Shea2@VA.GOV prior to June 2, 2009 and before 1:00 p.m. Eastern Time. Requirement: VHA's mental health programs are a benchmark for the Nation for the treatment of conditions such as severe and chronic mental illness, post-traumatic stress disorder (PTSD), addiction disorders, homelessness and the treatment of dual diagnoses, among other areas. Mental health services include inpatient, outpatient, and residential programs for severely, chronically mentally ill veterans, those with PTSD, veterans with substance abuse disorders, and those who have been dually-diagnosed (i.e., substance abuse and another mental disorder). Mental health services also include Healthcare for Homeless Veterans Programs, Psychosocial Rehabilitation Programs (including Incentive Therapy, Compensated Work Therapy and Supported Employment), and all other mental health programs and services, including those found in Community-Based Outpatient Clinics (CBOCs) and Domiciliary Residential Rehabilitation and Treatment Programs. This requirement involves reaching out to service members and family members in new and unique ways is vital to outreach efforts. To establish dialogue with this audience we need to employ vital tools such as "This is War" which connects to service members and their real-world war experiences. In order to reach out to family members, we need to educate them on their loved ones experiences in a combat environment because service members may not be ready to discuss their experiences with their families. The film will also provide VA clinical and administrative personnel charged to take care of these veterans, exposure to experiences in a combat theater.
