Description
Justification and Authorization for Adult Human Patient Simulators Pursuant to, Public Disclosure of Justification and Approval Documents for Noncompetitive Contracts-Section 844 of the National Defense Authorization Act for Fiscal Year 2008 (Interim) (FAR Case 2008-003); The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Preparedness Directorate (NPD), Center for Domestic Preparedness intends to award a sole source firm fixed price purchase order, to Medical Education Technologies, Inc., to provide Wireless Portable Human Patient Simulators to be used in training for Disaster Medical Training (DMD) in a Weapons of Mass Destruction (WMD) environment. The supplies and services listed in the Justification and Authorization (J & A) will supplement and eventually replace existing simulators. The current composition of patient simulators includes the Human Patient Simulator (HPS) and Emergency Care Simulator (ECS). Warranties associated with the current models have expired and it is reasonable to anticipate system failures in upcoming training years. The METIMan Adult Mannequin is both uniquely suited as a supplemental simulation tool and ultimately, as a replacement to the aging ECS simulators. The METIMan was developed specifically for pre-hospital training. The simulator is fully wireless and is equipped with ruggedized, built-in fluid generating (i.e., secretions and blood) pneumatic and electrical systems. The model is equipped with preprogrammed vital signs and has the capability for instructor overrides without causing the unit to spiral and code. These units offer the only physiological modeling capability based on a patient's parameters. The unit's software is compatible with the current scenarios being used in other healthcare courses at CDP. All associated hardware is interchangeable with the ECS and HPS in CDP's inventory. The government believes this product and manufacturer is the only source capable of meeting the government's requirement, which is to deliver a portable wireless product that can simulate actual human patient physiology and be preprogrammed or modified by remote control. The award is made pursuant to the authority of the federal acquisition regulation (far) 13.106-1, soliciting from a single source and 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
