Description
Any questions regarding this solicitation should be addressed to: Bonnie Lackey at bonilie.l.lackey@usace.army.mil. The main component of work is the installation of a 450-foot long double line grout curtain into the right abutment. The grout curtain varies from 90 feet to 170 feet in depth below elevation 1206 feet. The grout curtain will extend fifteen feet in to bedrock for the first 170 feet and in to a silt horizon for the remainder of the curtain length. The grout curtain will be comprised of high and low mobility, balanced, stable grouts. Real-time collection of water pressure testing and grouting responses will be required as will near real-time adjustments to grout mixes. The anticipated volume of grout solids to be placed is 20,185 cubic feet. Drilling methods will need to meet the requirements of USACE ER 1110-1-1807. The work also requires the design and construction of a work surface (construction/drilling pad) near the crest of the earthen embankment to accomplish the embankment grouting and a stormwater collection system to prevent runoff into the reservoir. Magnitude of construction for this project is in the range of $10,000,000 to $25,000,000. To be eligible for contract award a firm must be registered in the DoD Central Contractor Registration (CCR) database. The North American Industry Classification System (NAICS) Code is 237990 with a size standard of $33.5 Million. This procurement is issued under urgency with limited sources based on the fact that Howard Hanson Dam, which regulates the flow of the Green River to prevent flooding throughout the Green River and Kent valleys, was damaged during the January floods. This damage has prompted an urgent response by the U.S. Army Corps of Engineers. This is simply a notice to satisfy ARRA requirements. There is no technical information available until the issue of the solicitation via the Internet. Action is authorized by Citation: 10 U.S.C. 2304(c)(2). When the agencys need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. This authority applies in those situations where (1) an unusual and compelling urgency precludes full and open competition, and (2) delay in award of a contract would result in serious injury, financial or other, to the Government.
