Box 369 Trenton, NJ 08625-0369 RFP No. N01-PC-95001-20, for Cost Reimbursement and Cost-Plus-A-Fixed-Fee completion type contracts for seven years to operate cancer registries that shall collect and report on population-based cancer incidence, treatment and survival data for the areas covered by the 14 Contractors listed in this announcement. The SEER Program is the NCI's major resource for measuring changes in the incidence, morbidity, and mortality associated with cancer. The Program serves three major thrusts of the NCI, cancer control, treatment, and epidemiology. The SEER Program database now provides 33 years of population-based incidence data on 10 percent of the U.S. population; 14 years of data on 14 percent of the US population. These Contractors have the prerequisite knowledge, experience and facilities for continued performance of this program. The statutory authority for this acquisition is 41 USC 253(c)(1) as set forth in FAR 6.302-1. These SEER Registries have a statutory responsibility to collect and maintain tumor registries for their respective geographic areas. These contracts will build on a data resource that has built up over 33 years of population-based incidence data. These Contractors, have the prerequisite knowledge, experience and facilities for continued performance of this program. No other organizations could perform the work envisioned. No collect calls will be accepted. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only these sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
