- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 – STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32 *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500 employees. However this acquisition is unrestricted and any qualified offeror may submit a quote. *** ***The National Institute of Standards and Technology (NIST) has a requirement for (5) Oxygen Deficiency Monitors for use in cryogenic helium environment to be used in Material Science and Engineering Division at NIST, Gaithersburg, MD. *** ***All interested Offerors shall provide a quote for the following line item(s): Item 0001 five (5) each Oxygen Deficiency Monitors for use in cryogenic helium environment. Contractor shall meet or exceed the following minimum required technical specifications: -The Amount of oxygen must be measured in percentage (%) by volume, and shall be compensated for temperature and pressure variations due to normal weather patterns. -The environments that this Oxygen Deficiency Monitors will be checking are cryogenic facilities, specifically high magnetic field laboratories that use >100L of liquid helium in an enclosed environment. -The Oxygen Deficiency Monitor will be installed as a stand-alone instrument. The system will be constructed out of corrosion-resistant materials and subsequent suitable treatments (e.g. anneals to weld joints) will be performed to remove any corrosion spots formed during the fabrication. The system must be wall-mountable, i.e. able to be easily mounted on a wall without any additional equipment other than screws and/or brackets. The total weight of the system must be specified to ensure the ease of wall mounting. The type of oxygen sensor must be specified, i.e. capillary diffusion based electrochemical cell, laser diode, etc. Also, the cross-sensitivity with other gases must be specified, including the type of gas that affects the sensor. The operating conditions (temperature, pressure, and humidity) must be specified. In addition, the system must be capable of being calibrated by the end user. It is required that the Oxygen Deficiency Monitors satisfy the following requirements in terms of measurement range, accuracy, response time, and sensor type. -Measurement Range: at least 5-95 % -Resolution: at least 0.2 % -Stability: at least 0.5 % -Response Time: at least 1 second -Sensor Type:Must be laser diode with detector that measures absorption by oxygen (evidenced by decrease in intensity of light hitting detector) (Capillary diffusion electrochemical cells do not satisfy the accuracy requirements for a helium rich environment) -Power requirements:100-120 VAC/60 Hz (standard USA electrical plug) The accuracy must be specified. -Safety: The contractor shall provide all safety devices needed to assure the safe operation of the Oxygen Deficiency Monitors. This may include, but is not limited to, a warning indicator if some component of system (e.g. sensor) fails, battery back-up in the event of electrical power failure, measures to prevent condensation developing on the sensor, etc. The contractor shall specify the limits on ambient temperature, pressure, and humidity during operation of the system without causing damage to any part of the sensor. -Measurement acquisition time: The contractor shall provide an Oxygen Deficiency Monitors that can measure the helium rate in a time equal to or less than 1 second. The contractor shall report the measurement error likely to occur by meeting this time requirement, as well as both the optimal time needed for the best measurement as well as the shortest time that their system requires for an acceptable measurement. The time from start-up of the Oxygen Deficiency Monitors to operation (full accuracy) must be no more than 15 minutes. -Operating conditions This system will be required to operate at ambient temperature, pressure, and humidity conditions. However, the contractor shall specify the limits of environmental conditions consistent with sound operation of their systems. These can include, but are not limited to, temperature, humidity (RH% and condensing/non-condensing), and potential interference from magnetic fields, electric fields, radio waves, micro waves (e.g. ovens), fluorescent lighting, and vibrations. -Alarms and Set Points: The monitor shall have at least two set points available, which can be user programmed, for either a “high” reading (> 20.9% oxygen) or a low reading (<20.9% oxygen). When above or below this set point, a visible and/or audible alarm must go off, as well as trip a relay that will connect to an external system for monitoring by the NIST emergency services. The details of electrical power (current and voltage) available for this external relay must be specified. -Calibration Equipment: The contractor shall provide one calibration rig that can be used to calibrate the high and low end points of the monitors to verify accuracy. This calibration package shall include all necessary components, including, but not limited to, gas cylinders, connections, etc. -Manuals: The contractor shall provide a total of six (6) complete sets of manuals for the set of five (5) Oxygen Deficiency Monitors purchased (one for each Oxygen Deficiency Monitors plus one extra). The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, 3) Relevant Experience, and 4) Price. Technical Capability, Past Performance, and Relevant Experience, when combined, are more important than Price. Award shall be made on a best value basis. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, photographs, of the commercially-available systems being submitted for consideration which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its’ affiliates. Quoters shall provide a list of at least three (3) references to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. The contractor shall contact these two (3) customers and assure that they would be willing to be contacted by NIST staff to discuss the performance of their systems. Relevant Experience shall be evaluated to determine the extent of the Contractor's experience and knowledge in providing similar Monitors. Evaluation of relevant experience may be based on contracts used for past performance; however, the vendor should provide additional references relating to its relevant experience information, if necessary. ***Delivery shall be FOB Destination and completed in accordance with the Contractor’s commercial schedule. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899. *** *** Inspection and Acceptance Criteria 1. Visual-Physical check at NIST laboratory for adherence to design specifications. 2. Performance check at NIST laboratory for adherence to performance specifications. The tests will be performed as soon as the instrument is ready, as determined by the contractor, and may be witnessed by the contractor. *** The full text of a FAR provision or clause may be accessed electronically at http://acquisition.gov/comp/far/index.html. Emailed quotes will be accepted. *** ***All quotes shall be received not later than 1:00 pm eastern time, on June 12, 2009 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B125, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Janet Lamb. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-6205. NIST is not responsible for late delivery due to the added security measures. In addition, Offerors who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility.
