Description
The Virginia Contracting Activity, on behalf of the Defense Intelligence Agency/ Missile and Space Intelligence Center (DIA/MSIC), Building 4545, Fowler Road, Redstone Arsenal, AL 35898-5500 intends to issue a contract with Auburn University, Department of Software Engineering and Information Assurance, Shelby Engineering Building, Auburn University, AL 36849-5416. The purpose is to conduct open source research and database building of information through academic resources. A copy of the statement of work can be found on MSIC's Current Activity page under the name "Statement of Work: Academic Open Source Research, Reporting and S&T Studies" at http://www.msic.dia.mil/contracts/contracts Auburn University has personnel to perform this research effort on behalf of DIA/MSIC specifically with the expertise of Dr Robert Norton. Dr. Norton has experience and knowledge of database and visualization tool producers needed for accomplishment of the reports for MSIC. His current support of MSIC database and visualization requirements has lead to a required understanding of the use and requirements of several visualization tools. Dr. Norton has been working with the other IC elements for over 5 years on specific science and technology searches leveraging his class of undergraduates to search broad areas and has devised innovative ways to present their findings. His classroom has proven to be a valuable platform for the discussion and adoption of unclassified OSINT collection and visualization tradecraft which inherently increases the number of students with an understanding of basic intelligence analysis techniques. The highly technical nature of the code development results in limited expertise in the US. All of these factors give Auburn University and their staff the unique capability and experience to perform the requirement. This capability cannot be replicated at other institutions within the timeframe DIA/MSIC requires completion. No solicitations shall be issued other than this notice. This requirement is currently unfunded with no guarantee that monies will be appropriated in the current fiscal year.
