- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a firm-fixed price procurement and will be procured using commercial item procedures and award selection will be based on lowest price and technically acceptable. The Mission and Installation Contracting Center intends to procure services for an Army Emergency Relief Program Assistant. The Army Emergency Relief Program is essential to the life support of Soldiers and their families. Army Emergency Relief collects and holds funds to relieve distress of members of the Army (Active and Retired) their family members, widows, widowers and orphans. The request for quotation (RFQ) number is W911S0-09-T-0058. This acquisition is set-aside 100% small-business and the NAICS Code is 561110, size standard $7.0 million. This requirement is for a firm fixed price with a base period plus two option provisions. All response to this notice shall be submitted be submitted to BY EMAIL ONLY TO anthony.ciccariello1@us.army.mil. Due date for receipt of quotes is 10:00 am. EST on 8 Jun 2009. The services will include the contractor shall keep the installation commander and unit commanders informed of Army Emergency Relief (AER) policies, which also entails types, number of cases approved and disapproved; amount of assistance given, and status of loans. The contractor shall communicate with major command branch AER officer and HQ AER for information and guidance regarding policies or procedures. The contractor shall receive, disburse and be accountable for AER funds. This includes safeguarding AER funds, checks, and accountable forms. The contractor shall effect procedures to assure prompt loan collection per AR 930-4 and the AER Section User Manual. The contractor shall recommend to the commander loans to be declared uncollectable. The contractor shall establish clearance procedures for soldiers with AER loans who are being reassigned, retired, or separated from the Army. The contractor shall prepare and maintain on a current basis AER section records as prescribed by AR 930-4 and the AER Section User Manual. The contractor shall interview each applicant seeking help, investigate as needed, coordinate with local legal assistance officer those cases having legal implications, such as foreclosures and evictions, counsel, guide, and refer the individual to an appropriate agency for specific help, and act on financial assistance under approval authorities prescribed by AR 930-4 and designated by the installation commander. The contractor shall maintain information on, and a relationship with, local, State, and national welfare agencies in the area. Use these agencies to help individuals. The contractor shall maintain operating relationship with the local station manger, American Red Cross, for continuing coordination of actions. The contractor shall coordinate with local Casualty Assistance Officers to identify spouses of deceased soldiers (active and retired) needing financial assistance. The contractor shall coordinate with the local Finance Office regarding collections using Pay Adjustment Authorization (DD Form 139). The contractor shall in brief all soldiers newly assigned to the installation about AER assistance. The contractor shall make periodic visits to subordinate units to keep unit commanders aware about AER assistance. The contractor shall provide for a continuous AER publicity program throughout the year for all soldiers and their families. The contractor shall publicize on a year-round basis, to all commanders and soldiers, how to obtain aid, including education assistance. The contractor shall review current and prior audits to assure that all corrective actions have been taken. The contractor shall advise the Army Emergency Relief Officer promptly when volume of assistance requires additional personnel for the AER section to operate properly. The contractor shall use checklist in AER Section User Manual to assure that all responsibilities are being properly accomplished. The contractor shall prepare and maintain standing operating procedures for operational procedures and requirements to ensure compliance with AR 930-4 and commanders instructions. The contractor personnel shall possess a minimum of an Associate college degree as well as: Shall be proficient and have as a minimum of three (3) years computer experience with proficiency in Windows, Microsoft Word, Excel and Power Point. Shall have the ability to provide training/verbal information to individuals, groups and large audiences and Shall be familiar and comply with policies, procedures and requirements in AR 930-4, the AER Section User Manual, and with other HQ AER instructions. All contractor employees shall be required to complete and submit their Anti-Terrorism Level I Awareness Training within thirty days of contract award. Refer to DODI 2000.16 DOD Anti-Terrorism Standards. The technical expert will evaluate the quotes on the basis of information furnished by the offeror and specifications provided in the RFQ. Late offers: Quotes or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered. Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a purchase order resulting from this RFQ once a technical evaluation of offerors quotes has been evaluated to determine technical acceptability. The base period of performance will commence on date of award (on or about 15 June 2009) through 14 June 2009 with two options period that Government may exercise.
