Description
This is a pre-solicitation notice indicating the Governments intent to issue an Invitation For Bids (IFB) for Firm Fixed-Price Construction which will provide for the repair of the Stilling Basin (Phase I) at the Pomme de Terre Lake in Hickory Co., Missouri. This project is a part of the American Recovery and Reinvestment Act (ARRA) of 2009. The general Scope of Work (SOW) consists of but is not limited to removing overhanging/undercut rock ledges, and scaling back loose rock. The intent of Phase I is to eliminate the conditions contributing to rock fall into the basin, followed by de-watering the basin and removing the existing and additional rock fall debris generated from scaling back the rock ledges. The overall goal is to eliminate the abrasive environment contributing to erosion in the basin and to ensure the integrity of the transition slab, transition walls, and overall stilling basin operability. The contract duration is 60 days from the issuance of the notice to proceed. The estimated magnitude of this project is between $100,000 and $250,000. The NAICS code for this project is 237990 and the size standard is $33,500,000.00. This project is set-aside for HUBZone small businesses. The Government will accept bids only from SBA-Certified HUBZone small businesses. The approximate issue date for the solicitation is 18 June 2009. Unless a revised date is announced in the solicitation, bids must be received at the Contracting Office by 1:30 CST on 20 July 2009. The bid opening room (Room 748) will not be open until 1:00 CST. To be registered as an interested vendor (similar to a bidders list), bidders must post their firms information through the Federal Business Opportunities website (see below). A separate bidders list will not be maintained. The government may provide a copy of the sign-in sheet from the site visit and a list of any questions and answers will be posted to the ASFI Website soon after the completion of the site visit. The site visit is tentatively scheduled for 30 June 2009, time to be determined. The exact time of the site visit and any other pertinent details will be provided in the solicitation package which will be posted on or about 18 June 2009. Per the direction of FAR 4.5 Electronic Commerce in Contracting, The Federal Government shall use electronic commerce whenever practicable or cost-effective. Therefore, project documents will be available via the internet only. Downloads will be available through the Federal Business Opportunities website only (www.fedbizopps.gov). Prospective contractors must be registered in Central Contractor Registration (CCR) and have completed their Online Representations and Certifications (ORCA) (both can be linked to at www.bpn.gov) prior to closing date of offer.
