- The Government requires non-personal services to provide Initial Outfitting and Transition (IO&T) services to support one new medical facility and one newly renovated military medical facility in the National Capital Region (NCR). The Joint Task Force National Capital Region Medical (JTF CapMed) seeks Contractor support to perform tasks such as hospital transitioning and activation, provisioning/installing materiel, provisioning/installing furniture/furnishings, provisioning/installing medical, non-medical, and Information Technology (IT) equipment, providing initial transition and equipment training (operational and maintenance), and moving reused equipment and materiel to outfit one new constructed military medical facility, and the new constructed additions and renovated space at one military medical facility in the NCR. The Walter Reed National Military Medical Center (WRNMMC) in Bethesda, MD (North Project) and the new Fort Belvoir Community Hospital (FBCH) at Fort Belvoir, VA (South Project) are the focal point of these requirements as directed under the Base Realignment and Closure (BRAC) 2005 law. This acquisition will be conducted though a full and open procurement to all interested and responsible sources. The Government intends to award a single award Cost Plus Incentive Fee contract with a period of performance that will begin approximately November 14, 2009 through to November 13, 2010 with two one-year option periods. Commercial Solicitation W81XWH-09-R-0018 is anticipated for release on or about 15 June 2009. Hard copies of this solicitation will not be issued by the contracting office. Interested parties can view, download, and print the solicitation, attachments, and any resulting amendments at the U.S. Army Medical Research and Acquisition Activity website, www.usamraa.army.mil, select Solicitations. Other referenced Government provided information identified within the solicitation that is too large for electronic posting will be made available by CD on request. The Federal Acquisition Regulation requires interested contractors to be registered in the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. DFARS 252.204-7004 requires all contractors wishing to conduct business with the Department of Defense to be registered in the Central Contractor Registration (CCR) database at www.ccr.gov. The North American Industry Classification (NAICS) code is 541990 with a size standard of $7.0M.
