Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 – STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32 *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote. *** ***The National Institute of Standards and Technology (NIST) has a requirement for Components for a Stereomicroscope System to be used in the Manufacturing Engineering Laboratory Division at NIST, Gaithersburg, MD. *** ***All interested Offerors shall provide a quote for the following line item(s): Item 0001 Quantity one (1) Stereomicroscope System This requirement is partially a BRAND NAME or EQUAL requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency’s needs. This Brand Name or Equal portion of this requirement shall meet the Salient Characteristics of the Eppendorf model 930 001 091 and the Model 5176 000.017 CELL TRAM AIR. Contractor shall meet or exceed the following minimum required technical specifications: 1)20 X Zoom body. 2)1 X Plan APO Objective. 3)10 X and 16 X Eyepieces. 4)Free working distance of 60 mm or greater. 5)Stable self holding focus column (Quantity 2) and stand base (Quantity 1). Base should not exceed a 450 x 300mm footprint. 6)Ergonomic binocular viewing that provides viewing angle of 5-45 degrees, fully adjustable with additional adjustable positioning of eyepieces for two viewing heights 55-75mm. 7)Equal resolution stereo light paths provided to both eyepieces. 8)Fully motorized zoom optics with automation to allow the user to save any zoom position, and change to set zoom positions with >99% accuracy with the push of a button. The motorized zoom should also provide automatic calculations of Depth of Field, Magnification, Field of View and Resolution. 9)Manual focus. 10)LED based ring light illumination. 11)Dark field illuminator. 12)Polarization filter set to improve contrast when viewing and manipulating 10 micrometer diameter glass spheres using micropipettes. Contractor shall meet or exceed the following Salient Characteristics: 13)Micro capillary system comprising a.A set of 25 Eppendorf model 930 001 091 Piezo Drill Tip straight micropipettes that narrow to a 6 micrometer inner diameter at the tip, and that have a body with 1 mm outer diameter and length of nominally 50 mm. b.Model 5176 000.017 CELL TRAM AIR Manually controlled air vacuum generator that interfaces with the micropipettes described above. The delivered system must have all components necessary (excluding micromanipulation stages) to be able to draw up 10 micrometer diameter spheres using the micropipette specified above. This shall include the necessary interface plumbing and seals to connect the micropipette to the manually controlled vacuum generator. Award shall be made to the firm that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote meets all of the stated minimum specifications. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance and 3) Price. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics, and clearly documents that the offered product meets salient characteristics stated above and meets the needs of the Government in essentially the same manner as the brand name. Past Performance: Past Performance will be evaluated to determine the overall quality of the product & service provided and the Contractor’s history of meeting delivery schedules for prior deliverables. Evaluation of Past Performance shall be based on the references provided and/or the quoters recent and relevant procurement history with NIST or its’ affiliates. Offerors must provide a list of at least three (3) references to whom the same or similar equipment has been provided. The Contractor must include the references name, contact person, and contact information in the quotation. ***Delivery shall be FOB Destination and completed in accordance with the Contractor’s commercial schedule. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899. *** *** The Contractor shall state the warranty period and coverage provided. *** *** Inspection and Acceptance Criteria 1. Visual-Physical check at NIST laboratory for adherence to design specifications. 2. Performance check at NIST laboratory for adherence to performance specifications. The tests will be performed as soon as the instrument is ready, as determined by the contractor, and may be witnessed by the contractor. *** The full text of a FAR provision or clause may be accessed electronically at http://acquisition.gov/comp/far/index.html. The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offerors Representations and Certifications- Commercial Items. ***All vendors shall submit the following: 1) An original and one (1) copy of a quotation which addresses all Line Items; 2) One (1) Originals of the Technical description and/or product literature; 3) Description of commercial warranty; and 4) One (1) copy of the most recent published price list. ***All quotes shall be received not later than 1:00 PM Eastern time, on June 8, 2009 Faxed quotes will NOT be accepted. Emailed quotes will be accepted. *** If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-6205. NIST is not responsible for late delivery due to the added security measures. In addition, Offerors who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility.
