The JRRF facilities have effectively utilized commercially provided satellite communication for several years at four locations. Because of the changing strategy in both Iraq and Afghanistan, the ability to turn on or turn off capability at different locations in each country is necessary. Currently, the requirement is for multiple sites in Iraq and in Afghanistan; however, this will change as the dynamics and strategies of the operations change. Therefore, a one year base effort with four one-year options each is required for the four known sites, and five one-year options each are required for additional sites, not yet finalized in Afghanistan.
