- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Molecular Dimensions Inc., P.O. Box 1001, Apopka, FL 32704. The reference number NHLBI-PB-(HL)-2009-169-DDC. The items to be purchase is: Product # MD5-02 (3101), crystallization-grade incubators, quantity five (5) each, for storage of large numbers of crystallization experiments from high-throughput crystallization screens, to include complete with five (5) shelves, and U.S. power conversion (3186). The system specifications consist of the following: Cooled incubator specifically designed for crystal growth that requires very precise temperature control, high temperature stability over long period of time and essentially vibration free environment. •Temperature range 0 -50°C •Accuracy better than ± 0.5°C long-term (over several months)from •Continuously adjustable heating and cooling to avoid overshooting •Virtually vibration free •100, 180, 250 & 390 liter capacity range •Footprint of 61 cm (wide) x 64 cm (deep) The Government=s estimated expected delivery date is 8 – 10 weeks after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The sole source determination is based on the fact that the Laboratory of Nucleic Acids conducts research on function of nucleic acids in cells in health and in disease. This acquisition is associated with studies aimed at deciphering the high-resolution atomic structures of nucleic acids, proteins and their complexes with each other and small molecules (including drugs and drug candidates) that regulate gene expression in health and in disease states. One of the techniques used to unravel the high-resolution structure of these biological macromolecules is X-ray crystallography. This technique allows the visualization at Angstrom resolution of nucleic acid protein structure. However, in order to get this information, the macromolecular sample needs to be crystallized to order them in regular, nanometer-size array. Crystallization requires precise and long-term control of temperature, and a low-vibration environment. Moreover, the ability to scout different temperatures is critical to successful crystallization of these macromolecules. Thus, in practice, five separate incubators, each set long-term to a different temperature, are required. Due to limited space, incubators with compact footprint and that can be placed in close proximity to each other are required. The total available linear space to house the five incubators is 315 cm. In addition, to minimize the space needed in front of the incubators, the door width is limited to 61 cm. The Molecular Dimension incubators have thin walls allowing the Government to install five (5) incubators in the laboratory limited space in the second basement of building 50. Research cannot be conducted on the architecture of nucleic acids, proteins and their complexes without the storage of crystallization experiments in a stable temperature an vibration free environment that are providing from the incubators from Molecular Dimensions Inc. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
