Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), for the NHLBI, Division of Intramural Research, intends to negotiate and award a purchase order on a noncompetitive sole source basis to the University of Oklahoma Health Sciences Center, 940 Stanton L. Young Boulevard, Oklahoma City, Oklahoma, 73104, for the purchase Non-Human Primates, Baboons, quantity five (5) each. The research protocol directs that the Baboons must meet the following specifications: (1) domestically bred; (not caught from the wild) to reduce the chance of infection with unusual diseases (such as rabies) or parasites. (2) negative for Herpes virus Papio 2 (HVP-2), Simian Immuno-deficiency virus (SIV), Simian T-cell lymphocyte virus (STLV-1), Simian Hemorrhagic Fever (SHF), baboon cytomegalovirus (BaCMV) and have protective titers for Rubella (measles); Male or female animals are acceptable, but animals must weigh between 8 to 12 kg., at the time of delivery. The sole source determination is based upon the specifications of the existing research protocol # H-0152 and currently the University of Oklahoma Health Sciences Center is supplying the animals with the above specifications. To change vendor at this time would cause disruption in an ongoing research. Therefore, an award to any other source is not feasible or practical. The contract will be awarded using the simplified acquisition procedures of FAR Part 13B Simplified Acquisition Procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). This announcement constitutes the only notice, proposals are not being requested and a written solicitation will not be issued. The reference number NHLBI-PB-(HL)-2009-168-DDC. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-32. The North American Industry Classification System (NAICS) code is 112930, and Size Standard $0.75 Million is applicable to this requirement. There are no small business set-aside restrictions applicable to this requirement. Market Research conducted by the Government in accordance with the Federal Acquisition Regulations (FAR) Part 10, Market Research, has determined that the University of Oklahoma Health Sciences Center is currently the only facility that can supply the animals that meet the government=s specifications. The delivery point is the National Institutes of Health (NIH), Animal Center, Building 103 Room 1A02B, Poolesville, Maryland. The Government=s estimated expected delivery date is June 2009. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
