Description
This notice is issued by the NASA/GSFC to post a Specification via the internet,and solicit responses from interested parties.This document is for information andplanning purposes and to allow industry the opportunity to verify reasonableness andfeasibility of the requirement, as well as promote competition. NASA/GSFC specifically requests information on the following:Description of company capabilities and experience designing and building the diplexer,performing component-level integration and environmental testing as well as providingIntegration and Test (I&T) support, and similar to the Soil Moisture Active-Passive(SMAP) mission. Description of payload accommodation on recommended diplexer to include: choice ofheritage diplexer; mission unique modifications required; performance margins; missionunique integration and test (I&T) provisions such as coaxial pin alignment andcleanliness; sketches of Payload mounting configuration. Description of capabilities of recommended diplexer, performance options, previous flightheritage, and SMAP instrument compatibility per Performance Specification for the SMAPDiplexer SMAP-RE-SPEC-0001. Rough Order of Magnitude (ROM) cost estimate, funding profile, and schedule for diplexerimplementation through I&T to shipment to the SMAP customer and government acceptance. Description of key technical, schedule and price drivers and options to mitigate risksand/or trades for reduction in overall mission cost. SMAP Mission Unique Discussions: Please prioritize the following specific items/concerns: a) 4.2Diplexer Performance Requirements, particularly sections 4.2.3Diplexer Radar Transmit/Receive Passband4.2.4Radar Transmit/Receive Passband Insertion LossThe challenge of meeting both of these requirements(4.2.3/4.2.4) at the same time isconsidered a top SMAP Diplexer challenge.4.2.15Radiometer Receive Passband Insertion Loss and 4.2.16Radiometer Receive Path Performance The challenge of meeting both of these requirements(4.2.15/4.2.16) at the same time isconsidered another top SMAP Diplexer challenge. b) Multipaction Modeling and Test Validation Experience and Facilities as per Section 4.3: Multipaction Modeling Requirements. The vendors practical modeling experience withtest validation is an important SMAP Mission unique discussion to provide.Prospective offerors are invited to submit written comments or questions to: Eric Newman,no later than June 15, 2009. When responding reference RFI SMAP Diplexer.Comments may be forwarded to Eric Newman via electronic transmission or by facsimiletransmission.This presolicitation synopsis is not to be construed as a commitment by the Government,nor will the Government pay for the information submitted in response.Respondents willnot be notified of the results.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet.
