- NECO(FOR SOLE SOURCE) The Survivability and Weapons Effects Division of NSWCCD of the Carderock Division, Naval Surface Warfare Center (NSWCCD) has been tasked to ensure that ship designs meet or exceed vulnerabilities by performing hydocode analyses of full ship Finite Element Model (FEMs) with highly discetized structure as well as detailed sub-models of selected mission critical equipment. FEMAP is the most reliable software package with which to develop structural equipment and FEMs. The outstanding performance of FEMAP identifies the necessary computer models to specifically provide instant analysis of anticipated actual performance upgrades and is a staple of the engineering environment. FEMAP is also consistent with performance and timely maintenance needs. FEMAP is proprietary software packages with up-grades and software to support designed software analysis. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to Paydarfar Industries Inc. doing business as (DOA) Saratech, Dana Point, CA for FEMAP licenses. Saratech has unique specialized capabilities and expertise but is not the sole owner of FEMAP software. FEMAP is part of proprietary products PLM Software of Siemens'' Siemens is the Sole Manufacturer of PLM Software and has assigned Saratech as the Channel Partner for NSWCCD PLM Software needs, required licenses, maintenance and software support... As a result in substantial duplication of cost to the Government that is not expected to be recovered through competition. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information concerning this procurement may be made to Ancilla Garcia-Coolidge, the Government POC on or before 06/12/2009, referencing RFQ N00167-09-T-0134.
