Description
A sole source procurement is being contemplated with Hexcel Corporation, 6700 W 5400 S, Salt Lake City, UT. 84118-7678 and Hexcel Reinforcements Corp, 1913 N King St, Seguin, TX. 78155-2115. The Air Force Research Laboratory, Munitions Directorate, Ordnance Division, Ordnance Integration Branch (AFRL/RWMI) desires to purchase the following: Fiber Spool, Quantity 650lbs of Hexcel IM7 GP6K Fiber Spool (Tow) and Plain Weave Fabric, Quantity 400lbs, which translates to 1133 yards of Hexcel IM7 Fabric (Style: SGP193P IM7 GP 6K). In order for the overall material testing program to have validity and continuity, it is imperative that the above described test materials are the exact same composition as previously tested fiber spool and plain weave fabric supplied by Hexcel Corporation. Because the material properties of the required materials must have the same mechanically strengthened and heat treated processes applied under the same conditions as previously tested materials, no other material would be acceptable without extensive revalidation of materials and strength testing, which would add extensive costs and program delays of up to one year. However, all interested parties may submit statements of capability (SOC) which should, if possible, include at least three references from customers who have purchased the above materials for use as preformed fragments in weapons; these will be considered if received by noon central time zone on 18 Jun 09. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements and all recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting points of contact identified above.
