- This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. This Sources Sought is in support of a market survey being conducted by Indian Head Division, Naval Surface Warfare Center (IHD/NSWC) to determine potential sources capable of fulfilling an Indefinite Quantity-Indefinite Delivery (IDIQ) contract to manufacture the PVU1/A, PVU-2/A, and PVU-7/A primers for the Cartridge Actuated Device/Propellant Actuated Device (CAD/PAD) program. The best estimate is 3,100 for the primers which covers three types as follows: Yearly requirements: PVU-1/A Primers - 2,000PVU-2/A Primers - 1,000PVU-7/A Primers - 100 Quantities are subject to change. First article tests are required. Manufacturing of the primers requires an extensive background in the handling, processing and loading of extremely sensitive compositions containing primary explosives. The manufacturer must have radiographic capability and the chemical analysis capabilities to analyze the composition for formulation and stability. All interested sources shall provide a summary of their company's capabilities including organization name, address, a description of facilities, manufacturing processes, inspection capability, personnel, past experience, and current production capacity per month. It is also required to provide a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code.
