Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for engineering, technical, scientific and logistic services to assist in Advanced Technology for Continuous In-Situ Bio-Film Removal and Advanced Technology for Determining HullBUG Location. Continous development of low power, underwater jet technology and deliver a tool for the developmental model of the Hull Bio-Inspired Underwater Grooming Vehicle (HullBUG). HullBUG program support, obtain/lease/rent technologies and required supplies, provide expertise and design assistance for Radio Frequency Identification (RFID) technology development and evaluation purposes, as well as laboratory testing and support services. The procurement will have a period of performance from the effective date of the purchase order through 6 months thereafter. The set-aside for small business concerns has been dissolved. The NAICS code is 541330. The proposed contract action is being solicited on a sole-source basis to Dynaflow, Inc. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). Dynaflow, Inc. research engineers and scientists have considerable experience with both In-Situ Bio-Film Removal and the HullBUG. They have been working on various In-Situ Bio-Film Removal and HullBUG issues for several years and have developed nozzles with a patented technology and they have developed initial advanced jet concepts that require further development, testing, and verification. Award to any other source at this stage of the program would result in duplication of costs to the Government that are not expected to be recovered through competition and would result in an unacceptable delay. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice if intent is not a request for competitive proposals. However, all responses received by 12 June 2009 at 2 pm wil be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is soley within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
