- This is a SOURCES SOUGHT NOTICE. This is NOT solicitation for proposals or quotes. The purpose of this Notice is to obtain information regarding: (1) the availability and capability of qualified sources that can provide Television Programming Subscription Service. To Moody AFB, GA. Interested businesses should indicate their status as: Service Disabled Veteran Owned Small Business, Veteran Owned Small Businesses, HUBZone small business, 8(a), Small businesses with other socio-economic status or Small businesses with no special socioeconomic categories or large business; and (2) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS code for this service is 513210 and the size standard is $12.5 million. THIS IS STRICTLY MARKET RESEARCH THAT WILL ASSIST THE 23RD CONTRACTING SQUADRON at MOODY AFB, GA PLAN THEIR ACQUISITION STRATEGY. Proposals will not be accepted at this time. General Statement of Need: The information provided is NOT intended to be a solicitation for proposals but rather for potential small businesses in determining their capability to meet requirements. Description of Service--Provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide either satellite or cable television programming subscription services to Moody AFB government owned buildings. Adequate room will be made available to install the needed dish antennas or head-in system. The contractor will furnish, at their expense, all satellite receivers, hardware or cable boxes needed to provide television programming services to government administrative, lodging and public areas at Moody AFB. This will include more than one receiver/cable box per building if needed. The capability must exist to change the channel at each television and to be able to watch different programming at each television at the same time. Satellite contractors will minimize the number of satellite dishes required to provide coverage to Moody AFB areas by using best available technology. NOTE: Residential television programming subscription service is not included in this solicitation. Currently, the cable television infrastructure at the various locations on Moody AFB is owned and operated by an existing commercial cable television provider. Therefore, the prospective television-programming providers must furnish at its own expense necessary infrastructure to distribute the television-programming signal to all specified facilities. In instances where there is no existing cable infrastructure at a facility requiring television programming, the contractor will provide and install all needed equipment at no additional cost to the government. The contractor will provide a minimum of three tiers of service (1) Government Administrative Basic (Commander's Office (BreakIN)) (2) Government Billeting (Lodging) and (3) Government Public Viewing, to include the Hospital areas. Cable television is currently provided to the base hospital for 26 outlets and 300 outlets for all other buildings on base, for a total of 326 outlets. The cable system shall be capable of providing service to various buildings located on Moody. This requirement includes a basic tier of service which will include all services required by the rules of the Federal Communications Commission and any other federal law or regulation, public access channels, educational access channels, and the retransmission of locally broadcast television signals and other appropriate services. The following broad categories of programming shall be provided: 24-hour news and weather, sports, children's programming, public broadcast services, major network stations. This is NOT a Request for Proposals and does NOT constitute any commitment by the Government. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market research/Sources Sought Notice. Responding businesses should have an active CCR registration, DUNS number and up to date ORCA registrations. SDVOSBs and VOSBs MUST be registered in VetBiz.gov
