Description
REQUEST FOR INFORMATION (RFI) for FMS/HRMS/AIS/EDW SUPPORT N1022090001 PURPOSE: The purpose of publishing this notice is two-fold. First, it is a Request for Information (RFI) to conduct market research which will be used to formulate an acquisition strategy to provide Information Technology (IT) support services for the following portfolios as well as feeder systems and interfaces under the portfolio: (1) Financial Management System (FMS) and Financial Data Mart (FDM), (2) Human Resources Management System (HRMS) and Human Resources Data Mart (HRDM), (3) Enterprise Data Warehouse (EDW) system, (4) Other portfolios and systems including Automated Information System (AIS) and other Oracle Enterprise Resource Planning (ERP) systems. The contractor shall also provide program management, project planning, project administration, program implementation, and documentation for all support provided. Secondly, it is a sources-sought notice for small businesses that can provide the required services under the North American Industry Classification System (NAICS) Code 541512, Professional, Scientific, and Technical Services – Computer Systems Design Services. All small businesses, including Small Disadvantaged, HUBZONE, Women-Owned and Services Disabled are strongly encouraged to provide timely responses to this RFI. A response to this RFI will assist MSC in determining the potential levels of interest, adequate competition, and technical capability within the small business community to provide the required services. In addition, this information will be used to establish a basis for developing any subsequent potential subcontract/small business participation plan small business goal percentages. This Source Sought Synopsis is issued to assist the agency in performing market research to determine whether there are qualified and capable small businesses to provide Information Technology (IT) support services. Request small businesses respond and discuss your company’s ability to perform in accordance with the Limitations on subcontracting clause (FAR 52.219-14). Interested small businesses meeting the small business standard of NAICS code 541512 are requested to submit a response to this RFI. Please include your DUNS number and CAGE code and small business classification. Request your response include recent (within the past 5 years) and relevant experience (work similar in type and scope) to include project titles, dollar amounts, a brief description of the work performed, and the role performed, including whether the company acted as a prime contractor or a subcontractor. Please include any government contracts (GSA, GWACs) on which you are listed. Please specifically explain your experience with Information Technology. Also include a statement in regards to your core competencies as a business. Although marketing brochures and generic company literature may contain pertinent information, these would not be sufficient for the Government to determine capability of the business to perform the scope of work required. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal or a promise to issue a Request for Proposal in the future. This RFI does not commit the Government to contract for any supply or service. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI. BACKGROUND: Within MSC, N6 is responsible for developing and maintaining Ashore and Afloat system applications. The Systems Development and Implementation Division (Code N63) is responsible for working with existing and new MSC system requirements through Program Managers and Functional Directorates. MSC makes significant use of Oracle Core and Oracle Application technology products. Interested offerors must submit a brief but complete capability statement for the following: Financial Management System (FMS) Maintenance The FMS portfolio is based on Oracle Federal Financials and includes a Federalized General Ledger at the detailed transaction level, along with federalized modules for Accounts Receivable, Accounts Payable, and Purchasing. The contractor shall support maintenance of existing FMS functionalities, interfaces, and the Financial Data Mart (FDM). The contractor shall provide FMS Tier 3 Help Desk support. The contractor will also support for Oracle upgrades to FMS. Enhancements The contractor shall provide support for the enhancement of FMS capabilities. The contractor shall also support the enhancement of FMS interfaces. The contractor shall support the expansion of the FDM as necessary. The contractor shall support the United States Transportation Command (USTRANSCOM) Financial Management System (TFMS) effort and the Defense Enterprise Accounting Management System (DEAMS) effort. Human Resources Management System (HRMS) Maintenance The contractor shall support maintenance of existing HRMS functionalities and interfaces. The contractor shall support maintenance for the HRDM and support the generation of HRMS custom reports. The contractor shall also support Oracle upgrades for HRMS. The Sea Service Letter system will also be included in the HRMS portfolio. Enhancements The contractor shall provide support for the enhancement of HRMS capabilities. The contractor shall also support the enhancement of HRMS system interfaces. The contractor shall support the enhancement of the HRDM to provide greater performance, querying, and reporting capabilities. Enterprise Data Warehouse (EDW) Maintenance The contractor shall support maintenance of existing EDW functionalities as well as the technical infrastructure to load data to the data warehouse. The contractor will support the database administration of EDW and work cooperatively and provide support as necessary to other MSC systems. EDW is current running Micro Strategy on Windows 2003, and Sybase IQ on Red Hat Linux. There are plans to migrate from Linux to Solaris and to migrate to 64-bit hardware. Enhancements The contractor shall support for the enhancement of EDW, as well as the Metadata Exchange Server (MES), and as other EDW systems. The contractor will support EDW software and hardware enhancements. Other Portfolios and Systems The contractor shall support the maintenance and enhancement of other portfolios and systems, as deemed necessary by MSC. These systems include, but are not limited to the following: Automated Information System (AIS) Maintenance The contractor shall support maintenance of existing AIS systems, including but not limited to: (1) N1 Imaged Medical Records, (2) N10 Web Page, and (3) Standard Procurement System (SPS). The contractor shall support maintenance of the Automated Information System Data mart (ASIDM). Enhancements The contractor shall support the enhancement of the ASIDM. The contractor shall support improvements to the AIS business process as well as enhancements to the AIS portfolio. Oracle Enterprise Resource Planning (ERP) Systems The contractor shall support the development of the future Oracle ERP systems, and will support the maintenance of those systems after development. Theses Oracle systems can include but are not limited to, contracting, payroll, and budgeting systems. MARKET RESEARCH: The following questions are intended to help structure a potential future Information Technology (IT) support services acquisition that effectively leverages the commercial marketplace, delivering Information Technology (IT) support services in concert with industry best practices to meet unique MSC goals and objectives. Questions pertain to the full range of Information Technology (IT) support services, as applicable, including the following tasks: program management, project planning, project administration, program implementation, and documentation for all support provided. 1. Are there any requirements within the SOW that are technically challenging? Are there any requirements within the SOW that are restrictive, thus hindering competition? If yes, please explain further and suggest alternative strategies that could mitigate the implications of these technical challenges. 2. Does the way the SOW is worded or the vastness of the coverage requirements pose particular challenges to a small business in terms of resources? Please describe. 3. This effort is currently under NAICS 541512. Would you recommend a different NAICS that would encourage wider competition? 4. What is a rough estimate for the time from award of contract to Initial Operating Capability (IOC)? What are the primary drivers of this timeframe? Which requirements or aspects in the SOW drive schedule? How can these be streamlined from an MSC perspective? 5. Can you offer any other insights or recommendations not articulated in this RFI that may help shape this potential acquisition? What are the benefits to MSC for your recommendations? 6. Sometime the requirement has peaks and valleys that may alter the requirement as far as staffing. Will you have any staffing challenges to accommodate the changes?
