Description
This is a sources sought notice for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. The North American Industry Classification System (NAICS) code is 511210. Ramstein AFB/700 CONS intends to issue a Request for Quotation (RFQ) for the following items: - PC-based graphical interface to a flight planning engine that adheres to specific performance and operational criteria to create the most efficient aircraft routing and flight level selection between any two points in the world. Software controls access to data files for retrieval of winds, temperatures aloft, route structure, aircraft performance, stored flight planning information. The flight planning software and services shall be capable of the following: • Plan in advance off-station worldwide flights • Create and save an unlimited number of flight plan requests • Build and manage an unlimited number of fixed tracks that will be stored by the contractor computer • Automate flight plan requests, weather requests and transmissions using time-trigerring • Enter requests off-line (remote), save for later use and be able to transmit multiple requests to the contractor's host computer • Easily modify and resubmit saved requests to a server • Store an unlimited number of routes/flight plans (to be mutually agreed by the parties) on contractor's host computer • Specify the following categories of information to control the parameters on which the flight plan is computed: points of departure and arrival, route constraints, flight profile, holding time, destination alternate, take-off time, aircraft type, cruise mode, fuel loads, aircraft weights, payloads, ETOPS (Extended Twin Engine Over-water Procedures), optimize for fuel conservation or minimum flight time, climb/descent bias and overwater drift down calculations. • Each flight plan shall contain the following information: time/distance/fuel summary, aircraft type and cruise modes, overall wind factor, max turbulence data, points of departure and arrival, route segment data in tabular format, each FIR/UIR (flight information regions/upper flight regions) entered and the total elapsed time enroute to that region, route summary, UTC (Universal Time Coordinated) date and time of computation, flight plan index or other unique identifier that cross references the flight plan to the flight plan request. The Government must be able to select different format types: • View planned routes against ETOPS and other constraints. • View a route summary that describes the route as it must be entered on an international flight plan. • Retrieve, view, print and animate graphical weather maps. • Have capability to retrieve and view flight plans electronically on enroute charts. • Through the use of remote data terminals (modem/LAN/DSL), or via an extranet connection, the contractor shall allow the Government to receive electronic charting requests, flight plans and updates from the contractor's website. • Access the organized NAT (North Atlantic Tracks) within a reasonable period of time after receipt from the originator of such information. • Retrieve and view enroute charges and FIR/UIR transversals. • Plot routes from generated flight plans on enroute charts with weather overlaid. • Manipulate routes graphically using "rubber band routing." • Display route profiles with relation to terrain and restricted airspace. • Access digitized upper air data, winds and temperature aloft. • Access non-graphic (text) weather briefings and graphic weather charts to include custom terminal forecasts, data interpretation brief and passenger weather brief. • Access contractor's Interactive Worldwide NOTAM Service. • Transmit flight plans to Air Traffic Control facilities, weather, messages and NOTAMs via SITA, ARINC, AFTN and FAX. • Generate completed and save unlimited forms DD 1801 and 175. • File flight plans with ATC (Air Traffic Control) worldwide and validate European routes with Euro-Control. • Generate flight releases including all required information such as, computer flight plans, filed flight plans, weather and NOTAMS. • Send messages/Releases. - Aeronautical Information Regulation and Control (AIRAC), a system established by the International Civil Aviation Organization for publication of updates to navigation information every 28 days on designated effective dates. • The AIRAC cycle is 28-day period in which worldwide navigational data update is effective. - Service that allows Government to determine most effective routing to improve operations. • A dispatch tool for management of the flight planning process including the following capabilities: - Unlimited, fully optimized flight planning services and flight planning services with approved facilities. - Databases include worldwide databases for aircraft, airport, route, fleet, MEL/CDL, alternate, and restricted area databases. - Database for storage of flight and other information, including internal extraction tools that will allow Government to build report queries. • 24 hours/7 days a week software and user support, including "how to" and technical support. • A tool for the integration of weather and NOTAMS • Worldwide non-geographic weather briefings. • Access to graphic weather maps. - Capability to transmit flight plans requests and receive flight plans (at no additional cost to the Government), 24 hours/7 days a week to/from Air Traffic Control Services. Elapsed time to compute a flight plan should average less than two minutes. - Ensure unlimited capability for aircrew personnel to access computerized flight plans at their private residences through the use of a web-based internet connection or Government's remote data terminals (modem/LAN/DSL). Additionally, aircrews shall also be able to make requests verbally 24 hours/7 days a week through a toll free direct dial number (supplied by the contractor at no additional cost to the government), or the Defense Digital Network (DDN) to the Global Support and Control Center, and have flight plan release information to include flight plans, standardized weather briefs (radar summary, satellite and real time radar animation where available world-wide, animated graphical weather maps, and winds aloft) and NOTAMs sent to a Government specified ARINC account, AFTN, SITA, or AFIS address for Government's uplink to aircraft or sent via Telex, Fax, or email. - The contractor shall ensure the following aircraft can be supported as well as any additional new/used aircraft purchased or leased by the government: • C-40C Boeing 737-700 (BBJ) • C-37A Gulfstream V • C-20H Gulfstream IV Please submit questions or responses to Margaret Howsmon, Contract Specialist,margaret.howsmon@ramstein.af.mil, 011-49-631-536-7026 or Shawn Edwards, shawn.edwards@ramstein.af.mil, 011-49-631-536-7159
