- N0AA Pacific Marine Environmental Laboratory (PMEL) has a requirement for ATLAS three (3) point Toroid Buoys. The buoys shall be fiberglass over foam, oceanographic buoy with type 316L stainless steel framework and three (3) attachment points on top and bottom of buoy. The upper and lower attachment points shall be made on jigs to ensure 120 degrees alignment, which will allow for interchangeability of existing buoy towers and bridles onto buoys. Fiberglass: The fiberglass lay-up shall be layered with a combination of bulk fiberglass, applied by chopper gun, and 24 OZ Roving. Resin to glass ratio shall be approximately 63 to 35. Buoy Construction: The fiberglass shall have a maximum thickness of 3/8" (unless specifically specified). Urethane Form: Foam type - Burtin Corporation, BUC 400-20-ML-P-26514E; Type II Class 1 and ML-P-21929B or equal. The period of performance will begin on date of contract award for a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract type with a Base Year and Two One-year Options. A Request for Proposal (RFP) solicitation may be available on or about June 15, 2009 at http://www.fedbizopps.gov/. The estimated response due date is July 7, 2009; however, the actual date offers are due will be stated within the solicitation documents. Paper copies of this solicitation will not be issued. The proposed contract is 100% set-aside for small business concerns. The NAICS code for this procurement is 339999 and the size standard is 500 employees.
