Description
COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NT910000912888DT. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. (IV) This procurement is being issued as a Total Small Business Set-Aside. The associated NAICS code is 334290. The small business size standard is 750 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): A G.1050 Internet Protocol (IP) Network Impairment Emulator. It will be used to add ITU-T Recommendation G.1050 impairments to IP audio and video streams as part of on-going National and International testing efforts. (VI) Description of requirements is as follows: The Video Quality Research Project at the National Telecommunications and Information Administration, Institute for Telecommunication Sciences (NTIA/ITS) needs to procure an Internet Protocol (IP) Network Impairment Emulator. This IP emulator will be used to add impairments to IP audio and video streams (e.g., dropped packets, jitter, packet reorder) as part of on-going National and International testing efforts. NTIA/ITS is an active member in the International Video Quality Experts Group (VQEG) and as such, tests the performance of video systems over IP (e.g., Multimedia, HDTV, IPTV). Therefore, the IP emulator must implement the recently approved ITU-T Recommendation G.1050 (entitled "Network model for evaluating multimedia transmission performance over Internet Protocol") that accurately models these impairments. The IP emulator must have a minimum of two 1-Gigabit Ethernet interfaces to be compatible with our existing laboratory equipment (e.g., switches, codecs, set-top boxes) so it can be inserted between the device that is streaming the video (e.g., codec) and the device that is receiving the video (e.g., set-top box). The IP emulator should be expandable to at least four 1-Gigabit interfaces. The IP emulator must be able to simultaneously impair network traffic in both directions. Hardware based emulators are preferable to software based emulators for two reasons: 1. Hardware based emulators are faster than software based emulators and can run at full or nearly full line rates (i.e., the emulator can keep up with all the packets even when sent at Gigabit speeds). The aggregate throughput of a IP emulator in packets per second is an important specification and this may depend upon packet size. For voice, the typical packet size is 64 bytes and thus to operate at 1.0 Gigabit/sec, the IP emulator must be able to process about (1,000,000,000)/(64*8) = 1.9 million packets per second. For video, the typical packet size is 1500 bytes and the packet rate is much less (about 83,000 packets per second). Our initial applications of the IP emulator involve a mix of audio and video that could require processing up to 100,000 packets per second. 2. Hardware based emulators can more accurately simulate time varying changes in network impairments such as those given in ITU-T Recommendation G.1050 (i.e., G.1050 impairments are time varying and can change every 1 ms, or 0.001 seconds). Another important specification is the maximum delay that can be emulated and this is a function of both how many packets per second are being transmitted through the device and how much memory the device contains. For our applications, it is required that the IP emulator be able to simulate at least 5 seconds of delay for a throughput of 20,000 packets per second (1500 byte packets). The number of bi-directional simulation links (called profiles, virtual interfaces, or clients by the various vendors) specifies how to impair traffic from/to one IP address to another and is another relevant specification. Currently our work requires only one bi-directional simulation link but having additional links would allow for greater flexibility and expandability in the future (please specify the maximum number of bi-directional simulation links that are available and their associated costs). Two other expansion capabilities are desired for future use but these are not included in the present quote (please give the cost for these expansion capabilities as separate line items). One is the ability to selectively impair I, B, and P packets in an MPEG-2 transport stream and the other is the ability to capture to a file and accurately replay network streams with impairments. Finally, warranty and support (1 year required), and ease of use are considerations. The IP emulator should have an easy to use Graphical User Interface (GUI) for setting up bi-directional simulation links and running tests. (VII) Place of delivery is NTIA/ITS, 325 Broadway, R/GSD, Boulder, CO 80305. Delivery shall be FOB Destination. (VIII) Required delivery is 30 ARO. Offerors shall state offered delivery date (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to provide a capability statement describing qualifications as required in the following evaluation criteria. (X) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Award will be made based on the quotation which offers the best value to the Government, price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1. Address ability to meet the stated requirement. 2. Past performance. 3. Price (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Feb 2009), with its quote or be registered in ORCA. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2009) applies to this acquisition.
