Description
This is a combined synopsis/solicitation for purchase, delivery, and installation of two 150 horse power 4-stroke outboard boat engines (and common accessories), commercial items, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32, Technical Amendments, effective May 14, 2009. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) number for this effort is 333618. The small business size standard for this NAICS code is 1,000 employees. This acquisition is 100% Set-Aside for Small Business Concerns. This solicitation will result in a firm fixed price Purchase Order. REQUIREMENTPoint Reyes National Seashore, a unit of the National Park Service located in Marin County, California, has a requirement for the purchase and installation of two 150 horse power 4-stroke outboard boat engines (one standard rotation, one counter rotation) of same manufacturer, model, and color. These engines will replace two obsolete 2-stroke boat engines for a 25' Boston Whaler Challenger craft used for law enforcement boat patrol activities. The Contractor shall provide all labor, materials and equipment (including transport of new engines) to complete the successful working installation of the boat engines onto the craft. It is most desirable to have the craft be seaworthy by July 1, 2009. The following minimum specifications are as follows: 2 qty 150 horse power 4-stroke outboard boat engines (each engine not to exceed 480 lbs dry weight); 2 qty 25- inch shafts; 2 qty Alternator output of at least 40 amps per engine4 ea OEM stainless steel propellers per engine (with 4 qty yielding 2 per engine)OEM Electronic gauge package including tachometers (2 qty), speedometer (1 qty) and fuel management information (1qty) (GPH and fuel consumed) - note: fuel management information can be included in either speedometer or Tachometer; 2 qty OEM Ignition switches; 1 ea OEM dual engine controls with power trim ; OEM control and wiring cables and necessary accessories for a 2002 25' Boston Whaler Challenger craft. Additionally, engines should be of non-descript color such as grey, black, or white. Offeror must include five years or more of engine and lower unit warranty. Offeror must remove old engines from boat prior to install (old engines remain property of NPS). Offerors should submit their proposal along with any relevant, descriptive literature describing how their product/configuration meets the requirement. TERMS AND CONDITIONSThe following clauses or provisions are specifically referenced and are required in the response to this solicitation: 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS; 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, a completed copy of the provision at 52.213-3 must be submitted with the bid / offer (a copy has been attached to this solicitation); 52.212-4, CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS applies to this acquisition; 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS-COMMERCIAL ITEMS, applies to this acquisition including 52.222-3 Convict Labor, 52.225-13 Restrictions on Certain Foreign Purchases, and 52.233-3 Protests After Award; and, the following paragraph (b) clauses added: 52.222-21 Prohibition of Segregated Facilities (Feb 1999), 52.222-26 Equal Opportunity (E.O. 11246), 52.225-3 Buy American Act-Free Trade Agreements-Israeli Trade Act with Alternate 1; 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration.
