Description
RECOVERY--The purpose of this project is to install pre-cast concrete panels on the water side of the existing perched canal wall to prevent seepage and to protect the historic man-made canal wall from a catastrophic section breach. The pre-cast panels will be secured under water at the base by either keying them into bedrock or by drilled piers. The void created between the new panels and the existing monoliths will be filled with a high-slump in-fill concrete to decrease seepage through the wall and provide structural support to the panels. Further support to the pre-cast concrete panels will be supplied by a cast-in-place concrete anchor wall constructed landward of the canal face and connected to the panels by means of steel tie rods. The pre-cast concrete panels will be covered by a cast-in-place concrete cap that will include checkposts for barge traffic. The pre-cast concrete panels shall be tapered back to the existing wall at the upstream and downstream end of the project, which requires partial demolition of the existing wall. In support of this, the canal wall adjacent to the demolition areas will be grouted with a low-strength leakage cutoff construction material to prevent water from leaking from the canal into Deep Run Creek. Grouting the canal embankment with a low-strength material will decrease the amount of water leaking through the embankment and increase the structural integrity of the embankment. During construction, operational facilities will be disturbed and will need to be repaired or replaced before completion of the construction project. These facilities shall include, but not be limited to asphalt pavement, guardrail, security fencing, site lighting, utilities, etc. The construction contract will be awarded using competitive negotiation procedures for achieving the best value to the Government through the Source Selection Process. Award of the contract will be made to the firm whose technical and price proposal combined, best meets the Government's needs in the most effective, economical, and timely manner. The criteria used to determine best value to the Government in the form of a Technical Proposal and Price Proposal, will be outlined in the Solicitation in descending order of importance as follows: Technical Approach, Work Plan, Method and work plan for constructing, delivering, and placing pre-cast wall panels, Method and work plan for grouting tie-in embankment sections, Emergency Response Plan, Detailed Work Plan, Network Analysis, & Schedule Bar Chart for Entire Work Period, Major Plant & Equipment, Corporate Management, Key Personnel Experience, Prime Contractor and Sub Contractor Experience, Organization Chart, Safety Plan, Past Performance, Proposal Risk, Cost/Price, Price Proposal, Representations and Certifications, Subcontracting Plan THIS PROCUREMENT IS ISSUED UNRESTRICTED UNDER THE SMALL BUSINESS COMPETITIVE DEMONSTRATION PROGRAM (PUBLIC LAW 100-656). North American Industry Classification System (NAICS) code is 237990 and the size standard of $33.5 million average annual gross revenue. The estimated order of magnitude for this project is between $25,000,000 and $100,000,000 million. It is anticipated that the plans and specifications for this procurement will be available on www.fbo.gov on or about 15 June 2009.
