- Description
- The Government intends to enter into a firm-fixed-price contract with High Desert Special Operations Center (HDSOC), 410 E Street, Hawthorne, Nevada 89415-1237. The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for pre-mission training in the following areas: Battle Damage Assessment and Repair (BDAR) and Off Road Obstacle Course; Environmental Drive/Long-Range Movements(ELM); Mounted Live Fire (MNLFX); Improvised Device (IED) Familiarization and Sensitive Site Exploitation Techniques; Sniper Training; Stress Test and Breaching. Training must be conducted during the period 13 July 2009 31 August 2009 for approximately 285 military personnel at Hawthorne Army Depot, Hawthorne, Nevada. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that HDSOC is the only company authorized sole use of the ranges at Hawthorne Army Depot to provide training to soldiers. NAICS code for this procurement is 611699 and the small business size standard is $7.0M. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with HDSOC. Responses are due by 10 June 2009, 3:00 P.M. (CST).
