Description
The Philadelphia VA Medical Center (PVAMC) intends to issue an Invitation for Bid (IFB) for the services of a qualified contractor to perform various upgrades to our Emergency Room at the PVAMC, 3900 Woodland Avenue, Philadelphia, PA 19104. The contractor will be required to provide all labor, materials, tools, equipment and supervision for the proposed work to upgrade the Emergency Department, Admissions and Processing Areas on the first floor of Building #2. The work will include selective demolition, rough and finish carpentry, thermal and moisture protection (minor), doors and windows, finishes, specialties, equipment, furnishings, fire suppression, plumbing, HVAC, electrical and communications work, and other related items. All work shall be done in strict accordance with the specifications and drawings provided in the IFB. Because PVAMC will be providing continuous, 24 hour patient care while construction is taking place, the contractor will need to conduct the work with minimal disturbance to PVAMC daily operations. This requirement is Unrestricted. Contractors will be required to provide as part of their bid package at least three references that can verify that the contractor has successfully undertaken work similar in type and scope to that required by PVAMC at a 24-hour medical facility (hospital, nursing home) within the past five years. Further details of all required submissions will be provided in the IFB. Distribution of the IFB will be limited to electronic medium and the PVAMC will not provide hard copies of any documentation. The IFB, including all bid documents, specifications, forms and drawings, will be available for download at no charge from the Federal Business Opportunities website (FedBizopps.gov) on or about August 27, 2009. It is the responsibility of bidders to access that website and obtain copies of all relevant documents. The deadline for submission of bids and the date of bid opening is expected to be October 30, 2009. All inquiries regarding this opportunity must be made in writing to the Contract Specialist, preferably by e-mail to the e-mail address specified below. The NAICS (North American Industry Classification System) code is 236220, small business size standard of $33.5 Million. The completion time for this project will be 400 calendar days. The Government's estimate is between $5,000,000 and $10,000,000.
