- Statement of Work Department of the Interior Office of Inspector General Office of Information Technology Web Site Redesign and Implementation SECTION 1. SCOPE The purpose of this procurement is to obtain services of a company to redesign and implement a new web site for the Office of Inspector General (OIG) for the Department of the Interior (DOI). The OIG is seeking services of a company with extensive experience in similar projects. The contractor will be responsible for all aspects of the design, development, testing, and implementation of a new web site for OIG. The government anticipates a Firm Fixed Price (FFP), task order contract, using an appropriate GSA schedule, for a period no more than 120 days from the date of the award. SECTION 2. STATEMENT OF WORK The government is in need of web design, development for the redesign of the OIG web site. The OIG is responsible for oversight of programs as well as investigations of abuse or waste. Through its investigations, audits, evaluations, and inspections, the OIG produces reports shared with the public as well as the media and other government organizations through its web site. It is imperative that the new redesigned web site appropriately reflects the work that OIG conducts. The contractor must meet the following minimum requirements and perform the following functions: SECTION 3.SPECIFIC TASKS The Contractor shall perform the tasks as described below. The Contractor shall manage the tasks in a manner that is beneficial, equitable, and cost effective to the Government. 3.1.New Design A.The Contractor shall implement a site design and navigation structure that is an appropriate look and feel for the OIG. B.Design process shall include: i)Information architecture consulting and signoff. ii)Development of three distinct homepage design concepts. iii)Once a homepage design is selected, the contractor shall present a corresponding interior page design. iv)Three rounds of revisions shall be included once the homepage and interior page design layout are selected. C.The Web site shall be optimized for a screen resolution of 1024 x 768 and shall not have horizontal scroll. D.Web site images shall be compressed and resolution shall be decreased in an effort to reduce the overall download time for pages. The Contractor shall provide stock photography selection unless photography for the Web site is supplied by OIG. E.Flash programming shall be included in locations where the animation shall enhance the presentation of information and visual effect of the site. F.The Contractor shall implement the new site using a content management system (CMS) allowing designated OIG users the ability to modify content. i)A web-based administrative interface accessible from both within and outside of the Library’s internal network to authorized users. ii)Various levels of user access from administrators to authors to guest accounts. iii)Ability for multiple authors to simultaneously access the system and add and edit content. iv) A web interface for content authors that provides a WYSIWYG editor. v)A design that provides a consistent look-and-feel across the entire website. The site design and CMS will be flexible enough to support alternative themes for specific content or specific sections of the site. G.The new Web site shall be compliant with Section 508 of the Rehabilitation Act of 1973, as amended by the Workforce Investment Act of 1998. i)The Contractor shall have an independent review conducted based on standards established for Section 508 of the Rehabilitation Act by the U.S. Access Board and should include an audit to: (1)Review product's primary features. (2)Compatibility testing with most common assistive technology aids. ii)The Contractor shall also perform an accessibility audit, and include: (1)Test results in an easy-to-read format. (2)Feedback, research and development of accessible technology. (3)Compatibility testing with common assistive technology aids. (4)Usability review by people with disabilities. (5)Spelling and clarity. (6)Broken links and images. H.The Contractor shall implement a “Google like” search capability to allow visitors to search throughout the Web site content as well as all reports in the Web site. I.The Contractor shall build an initial Web site framework based on OIG input. The site shall serve as the foundation for OIG to add (or delete) functionality, as desired. J.Two rounds of revisions shall be included to the functionality. K.The Web site shall be tested to function in all major browsers and cross Operating System platforms. L.The Web site shall support outbound RSS feeds and other Web 2.0 applications such as streaming video, audio, etc. M.The Contractor shall implement the American Recovery and Reinvestment Act (ARRA) of 2009 RSS feed function. N.The Contractor shall provide a testing location for the development of the new Web site. All beta testing and initial content deployment shall take place in this environment. O.The Web site pages shall include a printer friendly version and email to a friend option. P.The Contractor shall employ link check and spell check software in order to maintain quality control. Q.The office location page shall include a map with designated office locations indicators and provide detailed location and contact information on mouse over and also provide street map option. R.Unless otherwise provided by the OIG, the Contractor shall populate the new Web site with the content in the current OIG Web site and make all necessary changes as desired. S.The Contractor may propose specific functions not listed in this SOW if it is determined that the proposed function enhances the overall appearance, functionality, and presentation of information. T.Review, restructure, and migration of content from the existing website to the new website including all reports. U.Provide training to OIG users to maintain content. V.Documentation in an electronic format shall be provided for the following processes: i)Authors (1)Adding and editing content including uploading files and images. (2)Other common tasks related to the use of the CMS by content contributors. ii)Site Administrator (1)Adding users and setting user permissions. (2)Changing and modifying themes and templates. (3)Version updates of the CMS. (4)Backup of CMS. (5)Backup of supporting databases. (6)Reinstallation of the CMS and supporting databases in the case of major hardware failure. (7)Other common tasks related to the administration of the CMS. 3.2.Specific Functions A.Uploading Reports i)The new Web site shall provide functionality to upload report files in PDF format. ii)Reports shall be organized by DOI Bureau/Office and issue dates similar to existing functionality. B.Email Subscription i)The Contractor shall implement an email subscription function allowing visitors to subscribe to email notifications on specific subjects included in newly uploaded reports. ii)Allow functionality for visitors to unsubscribe. C.Hotline Complaint Form i)Similar to the existing form, allow for an anonymous visitor to fill the form and email to a designated address. D.Contractor Reporting Form i)Allow a DOI contractor to enter information into a form and submit it. ii)Display a confirmation message to the submitter on the OIG website. iii)Record submitted info in an existing database (MySQL). iv)Send notification email to designated address. 3.3Security A.OIG will conduct security testing to ensure high level of security mechanisms are incorporated in the new Web site. B.The Contractor is responsible for remediation of all security vulnerabilities identified by OIG security staff prior to final acceptance. 3.4.Platform The new site shall be implemented on the OIG Web Server running Linux OS. SECTION 4.PERFORMANCE REQUIREMENTS SUMMARY N/A SECTION 5.KNOWLEDGE AND EDUCATIONAL REQUIREMENTS N/A SECTION 6.GOVERNMENT FURNISHED MATERIAL N/A SECTION 7. LEVEL OF EFFORT N/A SECTION 8. PLACE AND PERIOD OF PERFORMANCE 8.1 Place of Performance. The contractor shall perform all associated work on this contract at its facilities. 8.2Period of Performance The period of performance will be for a period of 120 days from the date of award. 8.3Hours of Operation The Contractor shall schedule all meetings with and briefings/presentations to OIG personnel during the OIG normal hours of operations, 8:00 a.m. - 5:00 p.m., Monday through Friday. The contractor project manager or lead developer should generally and reasonably be available during the hours of 8:00 a.m. – 5:00 p.m., Monday through Friday, to respond to queries from OIG. SECTION 9. CONTRACTOR FURNISHED INFORMATION 9.1N/A SECTION 10. REFERENCES N/A SECTION 13.DOCUMENTS TO BE SUBMITTED WITH BID (a)Technical proposal (b)Cost proposal (c)Past performance on at least 3 similar projects SECTION 14.EVALUATION FACTORS 14.1The OIG’s source evaluation will be based on best-value principles. Accordingly, award will be made to the responsible and technically acceptable offeror whose proposal provides the greatest overall value to the government, price and other factors considered. This best-value determination will be accomplished by comparing the value of the differences in the technical factors for competing offers, based on their strengths, weaknesses, and risks, with differences in their price to the Government. In making this comparison, the Government is more concerned with obtaining superior technical capabilities than with making an award at the lowest overall price to the Government. 14.2Evaluation of all offers will be made in accordance with the criteria outlined in this section. The proposals will be evaluated against the following four (4) factors: Factor 1 Experience Factor 2 Technical Approach Factor 3 Past Performance Factor 4 Price 14.3Factors 1 through 3 are referred to as the Technical Factors. Factor 4 is a Price Factor that will be evaluated separately and applied in the determination of best value. The rated technical evaluation criteria are more important than price. As relative technical advantages and disadvantages become less distinct, differences in price between proposals are of increased importance in determining the most advantageous proposal. Conversely, as differences in price become less distinct, differences in relative technical advantages and disadvantages between proposals are of increased importance to the determination. 14.4 The technical evaluation will be attained through a determination and an analysis of strengths, weaknesses, and risks of each proposal. Technical risks will be included in the final evaluation of each factor and will not be evaluated as a separate factor. In the assessment of technical risk, the Government evaluators will consider all available information. (a)Experience. At least 5 years of recent experience demonstrating the ability to redesign, using the latest features in web development technologies, an existing web site in order to organizationally, graphically, and visually enhance user experience. (b)Technical Proposal. Technical proposal contains a plan of action and timeframes demonstrating the ability to design and implement a new web site that meets the requirements of this SOW as well as those identified during the project planning and initiation. The contractor demonstrates the ability to anticipate any problems that could surface with the work and the ability to resolve them appropriately, using methodologies that exhibit technical and operational understanding of the requirements stated in this solicitation. (c)Past Performance. List of references demonstrating superior web site design and development services. At a minimum, the following information should be provided: contract/project name; description of the project; period of performance; web site URL if publicly accessible; screen prints of significant pages or features; customer point of contact with telephone number. 14.5The contractor must provide a detailed description of the support options to be provided during and after the implementation of the proposed site. Support would include software support, updates, and any ongoing costs. The OIG expects to maintain and update content of the site using OIG staff.
