- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTOR IDENTIFIED AND SELECTED USING FAIR OPPORTUNITY UNDER A 4PAE08 ACQUISITION TASK ORDER CONTRACT. In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act of 2009, Pub.L. 111-5, the Government posts this presolicitation notice of intent to issue a task order under an established Indefinite Delivery Indefinite Quantity (IDIQ) type contract with Weston Solutions, a Prime Contractor, being selected by Statutory Exception to Fair Opportunity, which was competed under Full and Open Competition, as defined under FAR Part 36, and Architect-Engineer FAR Part 6.102(d)(1). The IDIQ contract is operated by HQ AETC CONS LGCT office, c/o HQ AFCESA CONS CEKC at Tyndall AFB, FL. REQUIREMENT: Eglin AFB, FL is challenged to develop methods and technologies to achieve federal renewable and energy usage goals and targets in the following areas concerning its uses of various forms of facilities energy and their affects upon the environment: a). Awareness and cultural change about attitudes and personal responsibilities; b). Conservation and efficiency in consumption patterns, demand reduction, equipment and infrastructure; c). Renewable and on-site generation to insure greater supply independence, diversity and security in times of external threat. PURPOSE: The purpose of this project is to conduct a biomass and waste-to-energy feasibility study that will address all three of these vital and interconnected issues. The study will have a specific focus on renewable and on-site energy generation via local biomass and organic waste sources. This requirement is to provide an analysis of biomass and waste-to-energy sources and technology responses appropriate for Eglin AFB, FL. Eglin AFB (EAFB) seeks to determine the feasibility and financial effectiveness of using biomass energy sources and technology to help meet Eglin's on-site generation and renewable energy needs. The A&E Contractor will analyze all biomass and waste sources including all organic waste streams produced at EAFB for energy recovery potential through commercially available conversion technologies. The Contractor will also provide its professional opinion concerning new and emerging technologies which may be applicable for use at Eglin AFB, FL. This feasibility study and analysis shall be the platform for energy recovery from biomass projects located on the EAFB to enable the Base to comply with federal laws, DoD and AF goals for renewable, on-site energy production along with fossil fuel and greenhouse gas reduction.
