Description
The U. S. Army Corps of Engineers, Walla Walla District, is issuing this special notice to inform industry of the intent to solicit and negotiate solely(as prescribed in FAR 13.106-1(b)(1) Soliciting from a single source) with the Idaho Department of Water Resources, 900 North Skyline Drive, Suite A, Idaho Falls, ID 83402. A determination not to compete this proposed contract has been made Pursuant to 41 U.S. C. 253(c)(1), as implemented by 6.302-1, this requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. The U.S. Army Corps of Engineers Idaho Falls Regulatory Office operates a joint permit application process with the Idaho Department of Water Resources (IDWR) that requires close coordination with the IDWRs Stream Channel Protection Program. The IDWR is a state-run government agency with business processes and permitting requirements that closely resemble those used by the Corps of Engineers. Using IDWR personnel to perform these services increases the efficiency of the administration of the regulatory program and provides a better service to the public by consolidating functions. Employees of IDWR are already fully-trained and familiar with the Corps of Engineers Regulatory Program, including software, database entry procedures, and business processes. This procurement is being conductedunder Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements.The government intends to acquire a commercial service using FAR Part 12. The contractor shall provide trained personnel to perform routine clerical services to assist the Army Corps of Engineers Idaho Falls Regulatory Office with duties related to the Idaho Department of Water Resources Stream Channel Protection Program. Hours of operation are Monday through Friday from 7:00 a.m. to 5:00 p.m. Services shall not exceed 20 hours per week except as necessary to accomplish initial training and obtain Department of Defense identification card. Hours of duty shall be negotiated between the Idaho Falls Regulatory Office and the supervisor of the contracted clerical personnel. The North American Industry Classification System (NAICS) for this requirement is 921190, Other General Government Support. Small Business size standards are not established for this sector. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may identify their interest and capabilities no later than 11:00 a.m. Pacific Standard Time on June 9, 2008.
