Team Building WorkshopNotice of Intent This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13.5, Test Program for Certain Commercial Items. The Office for Equal Opportunity, 1951 Constitution Avenue, N.W. Room 233, Washington, D.C. 20240-0001, has a requirement to procure the following item:Project ObjectiveThe Office of Surface Mining Reclamation and Enforcements (OSM) mission is to carry out the requirements of the Surface Mining Control and Reclamation Act (SMCRA) in cooperation with the States and Indian Tribes. OSMs primary objectives are to ensure that coal mine surface activities are operated in a manner that protects citizens and the environment during mining and to assure that the land is restored to beneficial use following mining.BackgroundWithin the OSM, there is an Office for Equal Opportunity (OEO) which is responsible for promoting equal employment opportunities for all OSM employees and ensuring a diverse workplace. Diversity encompasses acceptance, respect and understanding that each individual is unique, and has individual differences not only in race, ethnicity, gender, sexual orientation, socio economic status, age, physical abilities, religious beliefs, political beliefs and most important, ideologies. OEOs goal is to help managers, supervisors and employees better understand diversity and move beyond tolerance to embracing and celebrating the differences in each individual. Diversity brings a greater skills base when managed properly; improves the overall climate, reduces conflicts and encourages creativity, flexibility and innovation among all employees which allows the injection of new ideas. Based on this fact, OEOs objective is to conduct team building workshops in our regional and field offices that will foster more positive working relationships among managers, supervisors and employees.Scope of WorkAs part of the team building portion of the workshop, we want a personality assessment completed by the participants in order to assist them in recognizing and learning to appreciate the diversity of communication and working styles of all members of a team. Upon completion of the workshop, participants will be equipped with a better understanding of how our diverse styles can be leveraged to resolve workplace problems and work together more effectively. Our expectation is for the facilitator to follow the interactive guide and the accompanying book, Follow Your True Colors to the Work You Love. OSM Supplied ResourcesThe OEO will provide flipcharts, markers, pens, notebooks and a copy of Follow Your True Colors to the Work You Love for each participant. Deliverables and Schedules:The dates and locations for the team building workshops are:LocationProposed DatesPittsburgh, PAJune 16, 2009Lexington, KYJune 24, 2009 Additional workshops will be conducted in the Office of Surface Mining Reclamation and Enforcement (OSMRE) regions prior to the end of FY 2009. The Government intends to award a sole source contract to:Dreammaker Publishing Inc., 17107 Avenida de la Herradura, Pacific Palisades, CA 90272 The Government will consider all responses received within 5 days after date of publication of this synopsis. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. This announcement is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government in future procurements.
