Description
Statement of Work - Fitness Coordinator Training This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 180840 is issued as a Request for Quotation (RFQ) through Federal Acquisition Circular 05-31. The NAICS code 611620 -- Sports and Recreation Instruction and the small business size standard is $7.0 million. This procurement is a total small business set aside. The United States Secret Service (USSS) has a requirement for two (2) Fitness Coordinator Certification Courses. Period of performance is date of award through September 30, 3009, plus one option year. Courses shall be four and 1/2 days in duration, and held at the Training Facilty in Laurel, MD. Course shall be offered from 8:30 AM - 4:00 PM, weekdays, one half day to be from 8:30 AM to 2:00 PM, with academic test to be administered on the last day. Tentative courses will be held in June 2009 and August 2009. Offeror's Proposal Part A. Technical Proposal/Capability The offeror shall refer to the Statement of Work for required courses. The following are the minimum the offeror is to provide. The offeror is to provide documentation showing how their training course materials specifically meet the technical requirements of the USSS. The government reserves the right to postpone, reschedule or cancel training for the benefit of the USSS. For the Fitness Coordination Certification Courses the offeror shall include: 1) A lesson plan and course description (academic portion); 2) a sample training packet for evaluation (practical exercises); 3) credentials for the person(s) teaching and 4) the name, telephone number, address and organization as a reference for an actual training course given by the potential teacher, the past course must have been offered less than two years ago, unless the business is less than two year's old, for new businesses, provide a relevant reference. Part B. Pricing Price shall be provided as follows: Line item 0001 -- Fitness Coordinator Certification Course, Qty (2). Line item 0002 -- Option year 1 -- Fitness Coordinator Certification Course, Qty (2) Part C. Contact Information and Offeror's Representations and Certifications. The Offeror shall provide the name, title, telephone number, fax number, and email address of the point of contact and the offeror's nine-digit DUNS number. The Government intends to award a fixed price contract to the responsible offeror who offer conforming to the soliciation that will be the best value to the Government, price and other factors considered. An award may be made to other than the lowest-price proposal received. The offeror's proposal will be evaluated on their ability to meet the Statement of Work as demonstrated through the technical proposal, past performance and price. Award will be made to the offeror whose technical proposal offers the "Best Value" to the Government price and other factors considered. The following DHS provisions are applicable: FAR 52.204-7 Central Contractor Registration FAR 52.212-1 Instructions to Offerors--Commercial Items FAR 52.212-2 Evaluation--Commercial Items. Award will be based on: (1) Quality of sample, (2) past performance, and (3) price. FAR 52.212-3 Offerors Representations and Certifications--Commercial Items FAR 52-212-4 Contract Terms and Conditions--Commercial Items FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items FAR 52.245-11 Government Property (Facilities Ues). 3052.209-70 Prohibition on Contracts with Corporate Expatriates 3052.204-90 Unauthorized Use of the U.S. Secret Service Name Quotations are due by 5:00 PM EDT on Thursday, June 4, 2009.
