Solicitation N00421-09-T-0092 is issued as a request for quote (RFQ). This action is set aside for small business. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on a full and open competitive basis. AWARD ALL OR NONE. Must comply per Statement of Work below for Services and Equipment Necessary to Support the Probing Characterization Measurements of one (1) Model 5706 CATR System located at the NAWCAD Webster Field Annex, St. Inigoes, MD 20684-0010. Purchase CLIN 0001 Quantity 1 ea Labor – On-site and in-house labor to probe 5706 Compact Range 6’ quiet zone at (3) three frequencies in both the C- and Ku-bands at (3) slide positions (front, middle, and rear) in the vertical and horizontal polarizations. Analyze the data for amplitude taper, symmetry, and ripple and phase taper and ripple. Provide report, including plots of data, explaining results, CLIN 0002 Quantity 1 ea Travel and ODC – Travel, shipping and other direct costs related to probing of 5706 Compact Range 6’ quiet zone at (3) three frequencies in both the C- and Ku-bands at (3) slide positions(front, middle and rear) in the vertical and horizontal polarizations. N00421-09-T-0092 STATEMENT OF WORK 1.0BACKGROUND AND SCOPE 1.1Background. The Integrated Communications and Information Systems (ICIS) Division (AIR 4.5.10) of the Naval Air Warfare Center, Aircraft Division (NAWCAD), St. Inigoes, mission involves the design, development, integration, testing, evaluation, certification, maintenance, and logistics support of Naval electronic and communications equipment, subsystems and systems. The Program Executive Office for Integrated Warfare Systems (PEO IWS) has tasked the Ship and Shore Based Electronics Systems (S&SBES) (AIR 4.5) to be the Acquisition Engineering Agent (AEA), Design Agent (DA), and In-Service Engineering Agent (ISEA) to support the introduction and life-cycle management of the Light Airborne Multipurpose System (LAMPS) MK III Weapon System. The purpose of this contract is to provide the ICIS Division with field probing services for one (1) Model 5706 Compact Antenna Test Range (CATR) system. The field probing will consist of taking measurements at three (3) different frequencies within both the C and Ku bands in order to determine the essential equipment required to upgrade the current CATR lab. 1.2Scope. The contractor shall provide field probing services to NAWCAD, St. Inigoes, MD. These services will support current operations along with a potential future upgrade of the CATR lab to support Ku band operations. Testing of the equipment will take place at NAWCAD Patuxent River, Webster Field Annex. 2.0Required Services. 2.1Field Probe. The contractor shall provide the services and equipment necessary to support the probing characterization measurements of one (1) Model 5706 CATR system located at the NAWCAD Webster Field Annex, St. Inigoes, MD. The three (3) frequencies shall be measured in low, middle, and high in both the C (4-8 GHz) and Ku (12-18 GHz) bands. Each band shall be tested with the field probe fixture oriented at vertical and horizontal polarizations at three positions along the slide axis, on the test zone centerline position of the chamber. The measurements shall be taken using a phase-amplitude probe placed in the front, center, and rear positions of the test zone. 2.2Analysis. The contractor shall process the collected test data at their facilities for amplitude taper and phase variation and provide test results in a report to the Government. The test report shall include plots of data and an explanation of results. The test report shall be due ten business days after completion of the field probe test (CDRL A001). 2.3Travel. The contractor shall provide the resources for personnel travel and equipment shipping to and from the NAWCAD Webster Field Annex to perform the required field probe services. 3.0Government Responsibility 3.1Government to provide access to the facilities for contractor personnel and equipment required to perform field probe. Access to be provided Monday-Friday between hours of 8:00 AM until 4:00 PM. 3.2Government to provide staging areas for equipment unpacking and unloading. 3.3Government to provide lifting assistance as required. 3.4Government to provide access and support as necessary for test equipment receiving/shipping on site. 3.5Government to provide Ku band feed assembly.
