Description
Exploratory Research Questions & Answers Question 1: Is the full proposal deadline June 5th or 9th? The original solicitation states June 5th, but your response to our white paper states June 9th. Is 12:00 PM at noon or midnight? Is Eastern time EST? Answer 1 : The proposal is due June 9th. 12:00 PM is 12:00 post meridiem or “after noon”. Eastern is Eastern U.S. time, whether Daylight or Standard Time. Question 2: We have questions as to what the focus should be and what to optimize to, such as particles and energy ranges. Answer 2: The topic areas in the solicitation describe what DNDO is asking for. It is incumbent upon the proposers to describe what their concept is capable of as well as what it is best suited for, both in the context of the sub-topic areas described. Question 3: In your response to our white paper, you recommend that we estimate the effective surface area efficiency. What is your exact definition of effective surface area efficiency? Answer 3: Ratio of particles detected to particles incident on total surface area of the sensitive portion of the detector. The sensitive portion may or may not include active and inactive areas, such as for some types of pixilated devices. The active fraction of a pixilated type device would be reflected in this efficiency. Question 4: Do you have a preferred detection unit size? This may not matter for the first proto-type, but for optimizing an eventual production unit, and our project strategy. Answer 4: The topic areas in the solicitation describe what DNDO is asking for. It is incumbent upon the proposers to describe what their concept is capable of as well as what it is best suited for, both in the context of the sub-topic areas described. Question 5: Generally, many of our questions arise because we don’t know in which context the final neutron detector we are designing is supposed to be used. Any information you can give us about the intended application would help us. E.g., do you want a portable, small unit, a single large-area unit, or a modular detection system? Answer 5: The topic areas in the solicitation describe what DNDO is asking for. It is incumbent upon the proposers to describe what their concept is capable of as well as what it is best suited for, both in the context of the sub-topic areas described. Question 6: Should a full proposal address only one Topic Area? Answer 6: This choice is entirely up to the proposers. It is reasonable to expect that some concepts might apply to multiple topic areas or sub-topic areas, and the Full Proposal can be used to explain the entire application space. However, each proposal should only be submitted for one topic area / sub-topic area. Question 7: We are considering a full proposal which involves a data management system. Does this system have the potential to satisfy the transformational research requirement of this solicitation? Answer 7: The topic areas in the solicitation describe what DNDO is asking for. It is incumbent upon the proposers to describe what their concept is capable of as well as what it is best suited for, both in the context of the sub-topic areas described. Question 8: We have a proposal to that will contain classified material. We are hoping to cull out and segregate the classified information in an addendum section, and send the main proposal via normal channels (DNDO submissions site). Would this plan of action be acceptable? Furthermore, we expect the addendum section to be restricted data. However, I need to verify the classification with our Original Classification Authority. Could you provide instructions guidance for sending the restricted data classified information? Answer 8: The instructions for classified is in the solicitation. Most classified documents have sections which are classified and sections which are not classified so please segment as appropriate.
