File is Competition in Contracting Act (CICA) Jusitfication for Other Than Full and Open Competition under authority of 41 U.S.C. 253 (c) (1) - only one responsible source Licensor licenses to the Government a certain portion of the Property consisting of (a) an area of approximately four (4) square feet in the Licensor's equipment building near the base of their communications tower for (1) Novalynx 5252 data repeater and (1) Sierra Misco, along with necessary cables and associated equipment and (b) space on the communications tower as described in the Solicitation for Offer, for (1) 20' whip antenna and (1) DB230 yagi antenna. Said Premises being located on Signal Peak. Said property to be use in connection with the Mount Saint Helens ALERT Network Repeater Site. Only one responsible source exists that meets Government requirements.
