- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number R1BK25090075 is issued and is Request for Quote (RFQ), 100% set-aside for Small Business concerns who are certified regular dealers / authorized representatives of the manufacturers and must provide such certification as applicable. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-05-29. This solicitation is 100% set aside for Small Business: 52.219-6 -- Notice of Total Small Business Set-Aside (June 2003). Offeror shall certify that it is an IBM Authorized Reseller as of the date of the submission of its offer. The Offeror shall certify that it has sourced the product(s) in this RFQ through IBM or through IBM Authorized channels only, in accordance with all applicable laws and current IBM policies at the time of purchase. Contractor shall provide the Contracting Officer with a copy of the End User license agreement, and shall warrant that all IBM software is licensed originally to end user as the original licensee authorized to use the IBM Software. If an offeror is not an authorized IBM partner/reseller, the quote/proposal shall be rejected. All products must originate from the United States. The associated NAICS code is 423430 and the small business size standard is 100 employees. Requirement: IBM LOTUS DOMINO COLLABORATION EXPRESS LICENSE MAINTENANCE RENEWAL ANNUAL E-CERTIFICATE (PA RSVP-GOV US); MFGSKU: E00ZZLL-GOV. QTY: 650. Delivery Date: Not later than July 15, 2009. Deliver to: Mr. Lynn Dean, Department of Housing and Urban Development, Office of the Inspector General, Washington, DC. The provision at FAR 52.212-1, Instruction to Offerors Commercial Items (June 2008)* applies to this acquisition and is incorporated by reference. (* (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.) The provision at FAR 52.212-2, Evaluation Commercial Items (Jan 1999) applies to this solicitation. Award will be made to the lowest price offer that meets all delivery requirements and the requirements of this RFQ. Delivery requirements include the following: (1) Delivery terms shall be FOB destination; (2) Delivery of all items shall take place not later than July 15, 2009. Offerors SHALL indicate on their proposal if they can meet or deliver before the required delivery date. (3) There shall be no partial deliveries or payments. Only one award will be made in response to this solicitation. Multiple awards will not be made. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 2008), with its offer and/or can be verify by the ORCA website. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2008), applies to this acquisition. Contractors SHALL be both registered in CCR and GSA’s ITSS system to receive an award and the addresses/information must exactly match. Offerors shall provide their CAGE, TIN, and DUNS numbers. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jan 2009), applies to this acquisition.
