- Description
- The NATO Joint Warfare Center (JWC) in Stavanger, Norway is seeking contract support to fulfill its requirement for Exercise Scenario Production. The contractor will be required to support Allied Command Operations and Allied Command Transformation's goal of producing and sustaining transformational scenarios to support Joint Forces Command Headquarters training and exercises. In order to achieve this goal, the contractor's personnel will contribute to the planning, development, and sustainment of exercise scenarios that address geo-strategic situations in a variety of synthetic theatres of operation in accordance with JWC direction. JWC is serving as the contracting agency for this project, which was authorized by the Military Budget Committee (MBC). JWC website: www.jwc.nato.int JWC intends to use the two envelope, sealed bidding procedure. The contract requires a Firm Fixed Price (FFP) level of effort. Partial bidding is authorized. The estimated cumulative value of this project is NOK 120 million. The reference for this project is IFIB-ACT-JWC-09-14 and all correspondence in relation to this procurement shall refer to this reference. The Department of Commerce will be using as the same reference. Eligibility is limited to companies that have been approved for participation in NATO International Competitive Bidding (ICB) and that have preformed similar contracts within the last three years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation, possess at least a valid NATO SECRET level security clearance, and have appropriate training and experience in a related field. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the NATO contracting agency the NATO clearance certifications needed for performance of the contract. The Invitation for International Bid (IFIB) package will contain material at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for a NATO ICB procurement, it must be approved for participation in NATO ICB. Only firms located in NATO member countries may participate in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 25 June 2009 (Under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) 2. Estimated IFIB release date: 15 July 2009 3. Estimated bid closing date: 28 August 2009 4. Period of Performance: 01 January 2010 - 31 December 2010 with the possibility of four one-year options periods (01 January 2011 - 31 December 2014)
