Description
The VA Medical Center, Wilkes-Barre, is seeking sources to provide A/E services to include site investigation, design development, drawings and specifications, cost estimates, construction period services and site visits. The project will include the following: the correction of specific safety device deficiencies related to each of the three WBVA boilers as identified by the VISN-wide Boiler Plant Inspection audit. The intent of the project is to upgrade aged parts/systems related to the boilers that will ensure safer and more reliable boiler operation. Services required are for site investigation, design development, preliminary drawings, construction drawings, specifications, cost estimates, and construction period services. The A/E will work with VA Project Manager to develop phasing plan, prioritization of items, and budgetary costs per phase of specific repairs and maintenance. All designs/repairs must, at a minimum, be in accordance with all applicable Federal, State and Local codes as well as the Department of Veterans Affairs (VA) publications (Master Construction Specifications, Space Criteria, Construction Standards, etc.). Work under this project may involve environmental considerations, such as lead paint and/or asbestos removal, which shall be addressed within the design and included within the Construction Bid Package. The above scope is intended to describe the project in general and is not limited to the aforementioned. All work shown on the drawings and described in the specifications shall form the complete project. The estimated construction budget is $1,000,000 - $5,000,000. This procurement is 100% set aside for service disabled veteran owned small businesses. Firms must be registered in both the Central Contractor Registration database (www.ccr.gov) and the VETBiz Information Pages (www.vetbiz.gov) prior to award. Failure to do so may result in your firm being removed from further consideration. The geographic scope for this acquisition is restricted to firms within 150 driving miles of the VA Medical Center in Wilkes-Barre. Interested firms must submit two (2) copies of SF330 with appropriate documentation to Karen Whalen, Contracting Officer (693/049E), VAMC, 1111 East End Boulevard, Wilkes-Barre, PA 18711 by the close of business June 29, 2009. NAICS Code 541310 applies. This is not a request for proposals. Award is subject to the availability of funds.
