- The Naval Sea Systems Command (NAVSEA) intends to conduct a limitedcompetition with the following vendors: ITT Corp., Advanced Engineering &Sciences, 141 National Business Parkway, Annapolis Junction, MD 20701-1026(N00024-08-C-6310); Northrop Grumman Space & Mission Systems Corp., NetworkCommunications Division, One Rancho Carmel Drive, San Diego, CA 92128-3403(N00024-08-C-6309); and Syracuse Research Corp. (SRC), 6225 Running Ridge Road,Syracuse, NY 13212 (N00024-08-C-6308) to award an Indefinite Delivery IndefiniteQuantity (IDIQ) contract for production of up to 5,000 Counter Radio-ControlledImprovised Explosive Device Electronic Warfare (CREW) 3.2 Mounted Systems over afive (5) year period of performance. The IDIQ contract will also provideengineering support services, field service representative support, depot levelrepair parts and services, test support equipment, spares and consumables,training services and material, and associated technical data. The three (3) sources sited above were competitively awarded CREW 3.2 Research& Development (R&D) contracts in December 2007 under solicitationN00024-07-R-6304 because they were deemed to be the only contractors capable ofsatisfying the Government's requirements. The Government contracted with thesethree contractors to procure, test, and evaluate Mounted CREW 3.2 Systems.Seven (7) Mounted CREW 3.2 Advanced Development Models (ADMs)/EngineeringDevelopment Models (EDMs) were procured from the three contractors to bring thehardware up to Technology Readiness Level 7 or above, provide rapid industrialresponse at production level quantities, and best address mounted systemrequirements. The CREW 3.2 R&D systems are currently being developed andproduced to meet Joint Urgent Operation Need Statement (JUONS) requirements asdefined by the U.S. Central Command (CENTCOM) to test and evaluate capabilityagainst emerging threats. In addition to the vendors' proposal responses, theresults of Government conducted tests and evaluations will be used as part of the selection criteria during the subject contractual action inorder to procure production level quantities from these three vendors. NAVSEAanticipates releasing a Request for Proposal (RFP) to these three contractors inapproximately 4th Quarter FY09 with an estimated award in 2nd Quarter FY10.This contract will be awarded pursuant to the applicable statutory authoritypermitting other than full and open competition for this effort, 10 U.S.C.2304(c)(1). The proposed contract action is for supplies or services for whichthe Government intends to solicit and negotiate with only a limited number ofsources under the authority of FAR 6.302. Interested persons may identify theirinterest and capability to respond to the requirement or submit proposals. Thisnotice of intent is not a request for competitive proposals. However, allproposals received within forty-five days (thirty days if award is issued underan existing basic ordering agreement) after date of publication of this synopsiswill be considered by the Government. A determination by the Government not tocompete with this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information received willnormally be considered solely for the purpose of determining whether to conducta competitive procurement.
