- This solicitation is a 100% Small Business Set Aside, five-year IDIQ for the Nosecup Disk Valve, NSN: 4820-01-260-8703, P/N: 5-1-1081 and the Outlet Valve Disk (OVD), NSN: 4820-01-502-7372, P/N: 5-1-3525. The anticipated maximum estimated quantity for both items combined over the five-year period is 800,000. The guaranteed minimum quantity is 4,000 boxes of Nosecup Disk Valves and 4,000 boxes of Outlet Disk Valves. This is best value procurement, and past performance will be evaluated along with price and technical. FOB is Destination. A First Article Test (FAT) is required 90 days after contract award, with deliveries commencing 60 days after FAT approval. The government may consider waiving FAT for those contractors that have previously produced this item. The Nosecup Disk Valve is made from silicone rubber, optional in color and is approximately.920 inches in diameter x.56 inches long and is T shaped. The Outlet Disk Valve is molded from an olive drab silicone rubber and has an approximate diameter of 1.20 inches in diameter x 1.182 inches long and is T shaped. The material thickness of the outlet valve disk is approximately.022 inches. Extending out from the center of the disk is a stem measuring slightly over one inch in length. Near the base of the stem is a knob that helps secure the outlet valve disk to the outlet valve body of the mask. The outlet valve disk allows a mask users exhaled air to be discharged from the mask and prevents outside air from entering the mask through the same opening. Since the outlet valve disk is used on a sealing surface of the mask, it is crucial that the disk be free of defects such as wraps, bumps, nicks, excess material, etc. To assure proper performance the outlet valve disk is required to pass leakage testing as well as meet a maximum airflow resistance when air is exhaled. FOB is Destination. Estimated issue date is July 6, 20009. This solicitation will be issued electronically in accordance with FAR 4.501, 5.102 (2) (7) and 14.205-1(c) therefore hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: http://aais.ria.army.mil. CAUTION: The solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain and said amendments, which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for the bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
