- The U.S. Army Corps of Engineers, Transatlantic Programs Center, in Winchester, Virginia is soliciting names of firms interested in submitting an offer for a Design/Build construction contract to construct Command and Control Headquarters Facility, in Kandahar, Afghanistan. Project Scope: Design and Construct a Command and Control Facility to support a Division, Brigade, and Battalion Main Headquarters. Facilities will provide for 500 personnel all necessary administrative areas, latrines, and supporting infrastructure for the entire facility to include electrical distribution, communication (fiber optic) distribution, water and sewage distribution systems, and mechanical systems and Air Conditioning (Estimated 760kWr). Other supporting facility features include roads, drainage, and parking. Furniture and equipment will be furnished and installed with proponent funds (OMA). The magnitude of this construction project is between $10,000 and $25,000,000 USD. The expected contract duration is three hundred sixty (360) days. Plans and Specifications: The plans and specifications will be posted on a file transfer protocol (ftp) site for download. The solicitation will not be released to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis, single award. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-09-R-0058 is on or about 15 June 2009. Tentative date for receipt of proposals is on or about 16 July 2009. A pre-proposal conference/site visit is tentatively scheduled on or about 22 June 2009. Tentative date to award the contract is on or about 30 August 2009.
