- REQUEST FOR INFORMATION ANNOUNCEMENT Defense Logistics Agency Defense Supply Center Richmond PROGRAM OVERVIEW The Defense Supply Center Richmond (DSCR) is seeking information in an attempt to develop a strategic closed-loop recycled antifreeze program at various Federal and Military locations throughout the United States. Presently there are no closed-loop recycled antifreeze programs within the Department of Defense (DoD). DSCR's intention is to increase ‘greener' product use, reduce hazardous waste streams, and enhance compliance with environmental laws and regulations through implementation of this program. Ultimately, DSCR's goal is to reduce new material purchase costs as well as reduce costs associated with handling, storage and disposal of spent product. Scope of Project: This initiative is designed to provide a strategic, nation-wide closed-loop approach whereby the contractor supplies recycled antifreeze, manages the pickup of used antifreeze, recylces used antifreeze received, and disposes of excess used antifreeze in accordance with environmental rules and regulations. This initiative includes the following DSCR managed NSNs: Closed-Loop Recycled Antifreeze NSN Current Recycled Antifreeze NSN 6850-01-571-9640 6850-01-464-9125 6850-01-571-9599 6850-01-464-9137 6850-01-571-9571 6850-01-464-9152 6850-01-571-9666 6850-01-464-9266 6850-01-571-9656 6850-01-464-9263 6850-01-571-9668 6 850-01-464-9096- 6850-01-571-9686 6850-01-471-6530 6850-01-571-9683 6850-01-471-6534 6850-01-571-9675 6850-01-471-6521 RFI Questions •1) Describe how you would support a nation-wide closed-loop recycled antifreeze program which includes all of the NSNs listed in this RFI. •2) Explain you familiarity and experience with Time Definate Delivery Standards. •3) Describe your process/facilities that will be used to recycle the spent product? •4) Do you re-package this product as part of your current distribution function? If so, what package sizes and what concentrations (i.e. concentrated, 60/40, 50/50 blends)? What percentage of used ethylene glycol/antifreeze is used in your new recycled antifreeze coolant? •5) Are you currently involved with antifreeze disposal? Please explain. •6) What type of data systems do you currently use for ordering, inventory and distributionand management of recycled antifreeze and do you foresee any concerns with integrating your IT systems with other industry partners and/or government agencies? •7) What types of chemical/petroleum recycling programs are you familiar with? •8) What are the minimum logistical requirements your company needs to both pick up spent antifreeze and deliver recycled antifreeze (i.e. access contstraints, equipment fittings, safety, scheduling, etc.)? •9) Identify any constraints in your ability to supply/pick-up 1 or 5 gallon containers? •10) Please indicate your firm's business size for NAICS 325998. •11) What do you envision as the major risk areas associated with antifreeze pick-up, recycling/re-packaging, and delivery and how would you mitigate those risks? •12) Describe your concept for providing U.S. State side (does not include Alaska, Hawaii & Puerto Rico) customer direct delivery support for this program. •13) Please describe your experience either as a prime contractor or sub-contractor with large scale procurements and/or logistics initiatives. Information provided in response to this RFI may be used to assess tradeoffs and alternatives available for determining how to proceed in the potential acquisition process. Responders are solely responsible for all expenses associated with responding to this RFI.
