- THIS REQUIREMENT WAS FORMERLY POSTED (ON MARCH 23, 2009) AS A SOURCES SOUGHT NOTICE NUMBER FA5209-09-R-0013-CSITPM-SS. ANY VENDORS THAT RESPONDED TO THAT NOTICE NEED NOT RESPOND TO THIS PRE-SOLICITATION NOTICE. YOU WILL RECEIVE A COPY OF THE SOLICITATION WHEN IT IS RELEASED. The contractor shall provide two (2) Information Technology (IT) Project Managers/Analysts-Advisors to serve in planning, designing, and implementing IT systems to meet the business requirements of customer organizations for the 374th Communications Squadron's Plans & Programs Flight at Yokota Air Base Japan In Accordance With (IAW) the Performance-based Work Statement (PWS), commercial practices, and US Government (USG) directives. This service will be performed in its entirety in the country of Japan. Contractor employees from the US will be provided SOFA 1(b) Status and Logistics Support. Government will not provide Permanent Change of Station (PCS) funds or housing. Contractor will be responsible for moving employees to Japan. Contractor employees must be US citizens. Duties: (a) Serves as an Information Technology (IT) Project Manager systems analyst and advisor in planning, designing, and implementing IT systems to meet the business requirements of customer organizations; (b) Conducts systems analyses of existing systems and systems components to determine comprehensive installation business requirements and opportunities for new and/or enhanced information technology; (c) Applies statistical and evaluative methodologies of security, reliability, and utilization of systems and networks already in existence in the organization to determine if organizational needs can be met by enhancing existing assets or if replacement is more cost effective; (d) Plans, organizes, coordinates, and manages acquisition of IT assets; (e) Oversees life cycle design and maintenance specifications for new IT assets; (f) Conducts organizational research and analytical studies to determine specific requirements and develop specifications, and conducts economic analysis in support of selected acquisition actions; (g) Provides technical guidance and advice requiring skill in analyzing system status as related to potential organizational business requirements; (h) Recommends procurement strategies; (i) Performs as a technical advisor to functional users; (j) Provides technical assistance to organization and installation IT users as well as less experienced IT analysts during all phases of the standard life cycle of assigned systems. Required Skills: (a) Knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles; (b) Knowledge of customers' business processes and operations to anticipate and refine functional requirements; (c) Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls; (d) Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techiques, and testing methods; (e) Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements; (f) Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects, and predict how management can meet future requirements. THIS IS A PRE-SOLICITATION NOTICE ONLY AND SHALL NOT BE CONSTRUED AS A REQUEST FOR QUOTE (RFQ), REQUEST FOR PROPOSAL (RFP), AND INVITATION FOR BID (IFB) OR AS AN OBLIGATION OR COMMITMENT ON THE PART OF THE GOVERNMENT TO ACQUIRE ANY PRODUCT OR SERVICE. THERE SHALL BE NO BASIS FOR CLAIMS AGAINST THE GOVERNMENT AS A RESULT OF INFORMATION SUBMITTED IN RESPONSE TO THIS PRE-SOLICITATION NOTICE. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS NOTICE OR OTHERWISE PAY FOR ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS REQUEST. Contract award will be made to the offeror whose offer represents the best value to the U.S. Government considering the evaluation factors listed in the solicitation. Basic (11 months) and four Option Periods (12 months each). Contract award will be made after 1 October 2009. Anticipated basic performance period for the Basic Period is 1 Nov 2009 - 31 October 2010 (11 months). The solicitation will be Non-personal, Commercial, Firm-Fixed-Price and unrestricted. The solicitation will be available on this website by approximately the end of 15 June 2009 and will also be separately issued to all firms who respond in writing to this notice.
