- Crane Division, Naval Surface Warfare Center has a Basic Ordering Agreement (BOA) in place that was issued on a sole-source basis to Raytheon McKinney, TX for the repair, production, engineering services, maintenance and upgrade of the AN/AAS-44(V)FLIR system and the AN/AAS-52 Multi-Spectral Targeting Systems, and other derivatives. These systems are used on the RQ-1 and MQ-9 Predator platforms and the SH-60R multi-mission helicopter. The BOA was placed in accordance with the statutory authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1 in the estimated amount of $948 million on 20 APR 2006. The period of the BOA is for five years (3 basic and 2 one-year options). The basis for restricting competition was the proprietary information of Raytheon and the duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agencys requirement through any other source. This synopsis is issued to advertise the options and requirements that will be met through orders placed under the BOA for a twelve-month period. (Note # 22 - The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.) (Note # 26 Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
