- DESCRIPTION: Seneca Rocks Westside Trail is a 1.47 mile physically aggressive trail that winds through a forested area below a scenic site called Seneca Rocks within the Monongahela National Forest. Contractor will be required to provide all labor, supervision, tools, equipment, and incidentals necessary to restore and improve the trail as specified in the solicitation documents. The restoration will include a new trail bed, benches, and a new railing system located at numerous sections on the trail. Improvements will include the addition of vistas and rest areas. GOVERNMENT COST ESTIMATE: Between $250,000 and $500,000. DIRECTIONS TO SITE: Worksite is located approximately 35 miles east of Elkins, WV on US 33 West to intersection WV 55/WV28 North. Make left hand turn and proceed ¼ mile. Make right turn into Seneca Rocks Westside trailhead entrance east of Sites Homestead. PERIOD OF PERFORMANCE AND SITE VISIT INFORMATION: Contract time will be 365 calendar days from the effective date of the Notice to Proceed. SITE SHOWING: Will be held at 11:00 a.m., June 23rd, at the Seneca Rocks Discovery Center, Seneca Rocks, WV. Phone number is (304) 567-2827. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry and must have completed a profile in the Online-Representations and Certifications database prior to award of a contract. Registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: This project is a 100% competitive set-aside for HUBZone Small Businesses in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code for this project is 237990; the small business size standard is $33.5 million. BONDING INFORMATION: Offerors are required to submit a 20% bid bond with their proposals (facsimile bonds and proposals will not be accepted). Successful contractor must furnish 100% payment and performance protection within 10 calendar days of receipt of notice of award. SOLICITATION DOCUMENTS: Solicitation AG-3434-S-09-0005 and related documents will be issued via FedBizOpps as a Request for Proposals and will be available for downloading on or around June 15, 2009 at the website address: http://www.fbo.gov/. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The online Interested Vendors list will be the only such list maintained for this procurement. All responsible sources may submit an quotation which will be considered by the agency.
